Job Summary

The Energy Smart Eastside Program Coordinator role is a unique opportunity to help the Eastside cities of Bellevue Issaquah Kirkland Mercer Island Redmond and Sammamish meet their greenhouse gas reduction goals while also supporting lowandmoderate income homeowners get access to heat pumps and other energy efficiency measures. Energy Smart Eastside is a collaborative program managed by the City of Bellevue on behalf of the six participating cities and is funded through a mix of participating city dollars and grants.

This position will oversee and manage one of the residential energy efficiency programs in the Energy Smart Eastside program. Key responsibilities include:

  • Setting and maintaining quality standards with partners and contractors.
  • Managing the homeowner application process.
  • Coordinating outreach and promotion with target communities.
  • Measuring and optimizing program efficiency and value across all cities.
  • Reporting to stakeholders on incentive utilization and completed projects.
  • Managing vendor relationships associated with the program.
  • Contribute to grant applications to sustain or grow program funding.

This position may also have the opportunity to implement new programs or adjust current programs as funding sources and related requirements evolve.

Ideal candidates have strong communication and organizational skills are skilled at thinking through and implementing strong processes have a background in residential energy efficiency or green building and are able to partner easily with communitybased organizations residents and contractors.

Essential Duties and Responsibilities

  • Work with communitybased organizations to organize outreach to energy burdened and climate impacted residents. On regular cadence run an inclusive transparent fair and well communicated program application process.
  • Liaise regularly with program participants to ensure high rates of satisfaction.
  • Manage a flow of applicants through the program at a pace that optimizes for available capacity good resident experience and utilization of funding.
  • Maintain weekly program reporting.
  • Analyze program metrics quarterly including costs install timelines and resident satisfaction.
  • Maintain program guidelines in line with grant funding requirements and make sure all vendors and HVAC contractors are aware and ready to implement any changes.
  • Driving to positive issue resolution when program participants or partners face unexpected implementation issues.
  • Analyze changes in participant energy use and energy burden preandpost heat pump install.
  • Manage the vendor contracts and vendor relationships associated with administration of the program.
  • Contribute to grant writing for additional program funding.
  • Contribute to the design of new program elements.
  • Project manage the successful launch of new program elements.

Qualifications

  • Experience with project management including managing budgets timelines deliverables and progress reporting.
  • Skill with various software programs including Microsoft Office Hubspot or similar CRM and Squarespace or similar web hosting platform.
  • Excellent written communication skills and abilities to communicate in various mediums ranging from newsletters flyers and social media to technical reports and plans.
  • Previous experience serving the needs of vulnerable populations
  • Experience managing vendors or partners
  • Familiarity with government procurement practices

KNOWLEDGE SKILLS ABILITIES AND COMPETENCIES

  • Maintaining effective working relationships with team members other departments and city staff city officials and the public.
  • Apply excellent interpersonal skills including listening boundary setting and emotional intelligence to support members of vulnerable populations in having a positive experience with the program.
  • Deliver persuasive succinct presentations to residents partners senior management and community members of diverse cultural and linguistic backgrounds.
  • Maintain detailed records and prepare clear concise written communications.
  • Support diversity and multicultural understanding in the workplace and the community.
  • Exercise a high degree of initiative and independent judgement problem solving and decision making within the scope of assigned authority.
  • High level of organization and multitasking abilities that will enhance the ability to make and execute timely decisions.
  • Effectively identify and resolve conflict.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Graduation from an accredited fouryear college or university with a degree in urban planning environmental policy environmental science public policy communications public health social sciences or a combination of similar experience and education.
  • Three to five years of professional related experience in administering programs preferably in the public sector which experience may include budgetary analytical communications and project management responsibilities.
  • Or any equivalent combination of education experience and training that provides the required knowledge skills and abilities.
  • Proficiency in a language other than English is a plus as this role will interact with many diverse residents.

Flexible/Hybrid Working:
A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to departments operational needs and will be discussed with candidates during the selection process. Fulltime remote work is not an available option. Once hired employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.

Definition of a Variable Employee:
  • Average weekly hours cannot be determined at date of hire.
  • Hours may vary from week to week and are anticipated to be 28 hours per week or less.
  • NOTE: Will be considered fulltime and eligible for medical coverage if hours average 30 hours per week or more over a 12month measurement period (or 130 hours per month).
