About Community Life at TCB
Community Life (CL) is TCBs placebased model that uses stable housing as a platform for connecting families seniors and households with disabilities to community resources and opportunities. We engage residents in creating programs and building strategic partnerships with local stakeholders to create pathways to opportunities in early education economic mobility youth development voting registration health and resident leadership. Community Lifes goal is to create equitable access to community supports resources and opportunities for all residents so that everyone can thrive. The successful candidate will have a chance to join in a onceinageneration neighborhood transformation process made possible through a federal Choice Neighborhood Implementation Grant.


About Choice Neighborhoods Implementation Grant (CNI)
The federal Choice Neighborhoods Initiative leverages significant public and private dollars to support locally driven strategies that address struggling neighborhoods with distressed public or HUDassisted housing through a comprehensive approach to neighborhood transformation. Local leaders residents and stakeholders such as public housing authorities cities schools business owners nonprofits and private developers come together to create and implement a plan that unleashes the full potential of communities by revitalizing severely distressed public and/or assisted housing and catalyzing critical improvements in the neighborhood including businesses services and schools.
Woodhill Homes: The Cuyahoga Metropolitan Housing Authority and the City of Cleveland were awarded a $35 million FY 2020 Choice Neighborhoods Implementation Grant for the BuckeyeWoodhill neighborhood. In 2018 the Housing Authority City and community partners secured a Choice Neighborhoods Planning award. Now through the Choice Neighborhoods Implementation Grant the partners are moving from planning to action. The lead grantee (CMHA) and their partners will: create 638 new mixedincome rental units (with 162 projectbased voucher units); develop a new health clinic early childhood education center and retail space on a commercial corridor; rehab owneroccupied housing and infill vacant lots; and connect residents to employment health early learning and education opportunities. TCB has lead responsibility for the design and implementation of the Housing and People strategies.

Position Description:

The Community Life Senior Manager (CLSM) is responsible for developing and overseeing the implementation of annual work plans to achieve CNI objectives in education K12 economic stability early education and health & wellness including mental and behavioral health. The CLSM will work closely with PIE leverage partners community stakeholders resident ambassadors and Community Life Services Coordinators (CLSC) to ensure every Woodhill Homes resident is connected to the resources services and opportunities they need to thrive. In close collaboration and coordination with PIE leverage partners the CLSM will guide the efforts to meet all metrics and outcomes outlined in the PIE section of the CNI transformation plan. The Community Life Senior Manager reports to the Director of Community LifeCleveland.

Core Responsibilities include:
Provide strategic guidance and accountability with People Partners to achieve 5year CNI outcomes
Oversee and manage People Implementation Entity (PIE) leverage partners including securing and executing contracts and MOAs with Core Partners to carry out onsite programs and activities toward accomplishing Peoples outcomes.
In collaboration with Purpose Built Community CMSD and other partners develop the education K12 strategy to ensure academic supports and success for the Woodhill Homes children.
Create and implement strategies and maximize partnerships to advance HUD outcomes outlined in the areas of economic stability and health
Coordinate regular monthly PIE Core partners and CLSCs meetings to develop plans to support the goals established in the Family Success Plans.
Execute and oversee MOA with Core Partners providing onsite services in the following areas workforce afterschool seniors early learning mental health etc.
Oversee and manage datasharing agreements with CMHA including ensuring the collection of Resident and student release forms.
Report on progress and exercise authority as needed while managing PIE activities to ensure that TCB staff members and partner organizations are held accountable for highquality performance.
Represent the organization professionally and ethically when meeting with HUD and area agencies funding bodies and community stakeholders.
Assist as needed supporting sites fund development efforts for sustainability.
Participate in Choice related professional development opportunities.
Actively participate in resident meetings to hear the resident experience share resources and learn the areas of need that could be supported by partners

Create a cohesive team working towards common goals and prioritize an inclusive team culture
Support the Director of Community Life and CLSCs to activate TCB values of Integrity Community Dedication Collaboration and Sustainability into team culture.
Regularly connect with the CLSCs to discuss resident needs opportunities identify gaps and link to partners
Participate in DEI trainings arranged by TCB Corporate and share learnings or incorporate actions with site team.
Provide direct supervision of student interns or education navigators ensuring PIE activities are being carried out. Ensure operational efficiency and effectiveness at site.
Enter data in CL Connect.
Keep Director of Community Life apprised of issues affecting and relating to CNI outcomes and progress staffing site operations/capacity and programming.
Collaborate with Director of Community Life on budget oversight and fidelity including sitelevel tracking and participation in quarterly budget meetings with accounting.
Tracking analyzing and reporting on HUD metrics partner and program data.

Knowledge Skills and Abilities:
Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment and team culture.
Successful track record in developing and implementing work plans.
Experience in designing and implementing placebased programs in the area of education and/or economic mobility.
Demonstrated leadership ability and interest in motivating and energizing staff while implementing a multifaceted strategy that is being tested to refine the TCB model.
Ability to build and maintain positive relationships with a wide variety of stakeholders including but not limited to: senior staff volunteers interns community partners organization donors media.
Ability to engage communicate and collaborate with residents of diverse socioeconomic and cultural backgrounds.
Ability to understand and respect values attitudes and beliefs that differ across cultures and to respond appropriately to these differences with residents and in planning implementing and evaluating programs and services.
Strong strategic ability to design and execute an approach to achieve the expected outcomes
Excellent organizational communication and problemsolving skills.
Strong personal initiative attention to detail and ability to work independently required.
Access to a personal car required.
Availability for evening and weekend engagements required.
Entrepreneurial creative with an interest in guiding an initiative through uncharted waters.

Education & Experience:
Bachelors degree in a relevant field of study with skills and 4 years of experience or masters degree in public policy education social work or a related field. At least 2 years of experience working with partners and local stakeholders to accomplish common goals and objectives. Experience managing to outcomes and using data to see trends and inform strategic decisions. Experience taking projects from ideation to implementation.
