Are you a Chartered Engineer or Transport Planning Professional looking for an exciting new challenge

The Transport Strategy and Analysis Directorate (TSA) brings together a number of cross cutting functions including the transport planning and analytical teams with a remit which includes providing analysis and research to support decision making strategy and policy.

The post includes responsibility for the transport aspects of development planning city and regional growth deals and other aspects of transport and sustainable economic growth in Scotland. The role encompasses the complex interactions between transport and planning. The role requires development and maintenance of credible cross government and local authority relationships.

Responsibilities

  • Oversee the provision of high quality briefing and advice communicating effectively within an area that attracts significant political media and stakeholder interest and criticism.
  • Undertake and support regional and development transport planning such that Ministers are provided with appropriate advice on potential future development impacts transport infrastructure and the regional elements of NPF4 and STPR2.
  • Lead on the delivery and negotiation of transport aspects of city and regional growth deals or similar such economic development initiatives working closely with colleagues in SG Economy or other Government departments enterprise agencies and UK Government.
  • Work with SG Planning Architecture and Regeneration Division around the role of transport appraisal investment in planning the forth National Planning Framework transport related policies and National Developments.
  • Proactively engage with Planning Authorities SG Planning Architecture and Regeneration Division and TS Development Management throughout the Development Planning process and continue close involvement with the Key Agencies Group and Heads of Planning Scotland.
  • Maintain an active outward facing engagement with stakeholders to ensure quality of appraisal approaches disseminate findings and promote best practice including representing Scottish Ministers interests in the planning process and at LDP hearings when required.
  • Direct the Framework Agreements for regional transport appraisal and support / inform the progress of land use modelling services & associated data collection to support the work of Transport Scotland and the wider transport planning community.
  • Lead a small team inspiring and motivating them to be fully engaged in their work encouraging learning and development and ensuring wellbeing needs are met. Contribute to and manage the workload of the Strategic Transport Planning team deputising for the Head of Strategic Transport Planning as appropriate. Be a mentor of Transport Planning Graduates in the training programme at Transport Scotland.

Candidates must be a Chartered Engineer or Transport Planning Professional or equivalent.

Technical / Professional Skills:

  1. Building and Applying Knowledge:

Leads the development of statutory and/or nonstatutory requirements relating to legislation voluntary codes of practice/conduct guidance and quality assurance processes.

Develops and maintains a positive wellrespected and influential scientific / engineering reputation both across government and externally including through assessments publications presentations at conferences and representation on relevant professional or academic bodies.

2. Communicating science and engineering for government:

Communicates complex technical ideas such as risk and uncertainty clearly to stakeholders from different backgrounds from those with no scientific or engineering expertise to different specialists at conferences or industry contacts.

3. Technical Oversight and Management:

Effectively approves directs and reviews scientific technical or engineering work of others.

Experience:

Proven experience of leading and providing robust evidence to support and shape policies and programmes working confidently with senior officials both internally and externally.

Transport Professional Pay Supplement

This post attracts a 5000 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Working Pattern

Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options depending on the needs of the role. If you have specific questions about the role you are applying for please contact us.

Location

This post is based inGlasgow or Edinburgh with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro rata.
