Executive Director of Special Education
Assignment: Under the direction and supervision of the Superintendent the administrator will be responsible for administration and supervision of the educational programs for students with disabilities in all district schools to include oversight of alternative schools and services. The administrator must have the necessary planning organizational monitoring and supervisory skills essential to the position. In addition the incumbent must have extensive knowledge of budgets and the social agencies in Topeka and Shawnee County and experience in Human Resources when it comes to hiring qualified applicants. Establishes positive effective relationships with staff. Collaborates effectively and builds positive relationships with school leaders.
Supervises: Special Education Teachers office staff and special services staff
Qualification Requirements
Successful candidates must possess a Kansas district administrator license and be endorsed in Special Education.
Experience:
A minimum of five years as an executive director or in district leadership and a minimum of five years experience as a building administrator.
Preferred: A doctorate in Special Education is preferred.
Physical/Emotional Requirements: The incumbent may be required to use the below requirements during any part of the working day. Administrative Relationships
The Executive Director of Special Education is responsible for the daytoday operations of special education & special service programs.
Major Duties and Responsibilities
The position includes but is not limited to the following list of representative duties;
- Provides instructional leadership to school sites in the development of quality special education programs and services.
- Provides guidance and support to school sites in the areas of compliance with state and federal law and district procedures.
- Provides consistent communication on special education issues to all stakeholders.
- Oversees the Special Education budget
- Assists in the allocation of resources and monitors the use of state federal and local funds for special education.
- Develops a staffing plan based on student needs on an annual basis.
- Provides leadership in the informal resolution of complaints and due process issues.
- Ensures effective departmental communication between special education and all stakeholders.
- Supervises and evaluates assigned staff.
- Coordinates and oversees all special education paperwork completed by special education staff (e.g. Department of Public Instruction (DPI referral evaluation and IEP forms).
- Interviews and recommends candidates for special education positions.
- Implement and oversee programs that are consistent with the special education needs of students with disabilities.
- Develops programs that meet compliance regulations as required by state and federal regulations.
- Perform as the community liaison between the Special Services Programs with the other educational programs in the district.
- Coordinate and integrate Special Services Programs with other educational programs in the district.
- Develops and maintains fiscal resources for the Department of Special Services based on available local state and federal funding.
- Leads professional development in the areas of need to special educators.
- Provide appropriate facilities for Special Education students.
- Participates with the Personnel Office in actively recruiting Special Education staff.
- Provide appropriate transportation services for students with disabilities.
- Develop the local Special Education Plan of Policies and Procedures.
Knowledge of:
- Administration principles and methods of educational and instructional services models.
- Current educational programs curriculum and instructional practices and strategies which assist students with disabilities in securing a quality education.
- Tiered support and other research based methodologies.
- Teaching and learning theory.
- Daytoday operations and appropriate support services necessary to assure operational effectiveness of special education programs at all elementary and secondary school sites.
- Principles and practices of management including supervision training and performance evaluation.
- Applicable federal and state laws codes regulations policies and procedures related to students with disabilities.
- Oral and written communication skills.
- Interpersonal skills using tact patience and courtesy.
