The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13000 employees. MaineIT oversees largescale enterprise applications that support the critical and diverse business needs of the State and its agencies.

This position is part of the Enterprise Architecture program a highly technical team within the Office of Information Technology. The program is essential for designing and overseeing the implementation of robust IT solutions that enable the State to innovate grow and operate efficiently in a rapidly evolving technological landscape. This role helps to deliver a strategic technology investment for the Executive Branch ensuring the right technology is successfully aligned with business objectives. The program recommends scalable secure and adaptable solutions capable of supporting future growth and innovation.
In this role you will collaborate with agency partners and technical teams to ensure investments in technology will provide the best overall value for the State while maintaining scalability security and highperformance solutions that align with industrys best practices.

Your key areas of responsibilities will be:
- Lead the design oversee the implementation migration strategies and optimization of technology solutions to align with MaineITs broader Enterprise Architecture framework while meeting the States strategic and business objectives.
- Drive system and process improvements while ensuring scalability security compliance and highperformance solutions.
- Collaborate with stakeholders to translate business needs into technical solutions facilitating communication among technical teams vendors and business users.
- Provide technical leadership in system integrations cloud computing and application design ensuring futureproof and costeffective technology investments.
- Evaluate emerging technologies assess risks and recommend innovations that enhance operational efficiency and align with MaineIT policies.
- Advise IT and business stakeholders when developing technology RFPs technology contracts amendments and statement of works. Participate in evaluation technology solutions based on MaineIT and regulatory compliance standards.
- Actively participate in technology governance initiatives and technology communities of practice.
- Actively participate in MaineIT Architectural Review Board
- Develop and recommend policies operating procedures and technology assessment frameworks to support technology solutions.
Knowledge Skills and Abilities that will lead to success in this role
Knowledge:
- Cloud Computing & Infrastructure Knowledge of cloud platforms (AWS Azure Google Cloud) and hybrid cloud strategies.
- Software Development & Integration Understanding of application design development methodologies APIs and system integration best practices.
- Cybersecurity & Compliance Familiarity with security frameworks (NIST 80053 ISO 27001) and regulatory compliance (HIPAA CJIS GDPR etc.).
- IT Governance & Policies Experience with IT governance structures procurement policies and regulatory requirements on State and Federal levels.
- Technology Trends & Innovations Awareness of emerging technologies (AI machine learning blockchain IoT) and their impact on IT strategy.
- Project & Portfolio Management Understanding of Agile Scrum and ITIL methodologies for managing technology investments.

MINIMUM QUALIFICATIONS:
- A minimum of 10 years of a combination of related postsecondary education technical certifications or technology related work training internship experience etc. may be credited as related experience on a monthpermonth basis.
Preference will be given to those applicants:
- Demonstrated technical writing and research experience in a work or academic environment publishing information reaching a diverse customer base.
