Position Overview
This position functions as the Northern Regional Forester for the Forestry Division. The position supervises the District Forester staff in the Region and provides District Foresters with supervisory guidance on all matters related to their position duties; works closely with the State Forester and Program Managers in the delivery of all Forestry Division programs including the Forest Development Act (FDA) FDA CostShare Program Forest Management Planning Timber Buyer Act Forest Marketing and Utilization Forest Health reforestation and afforestation State Forest planning and management of State Forests in the Region and other special Grant Projects that are implemented in the Region. The position is also instrumental in coordinating the Regional delivery of technical forest management services of federal forestry programs administered by the Natural Resources Conservation Service (NRCS) such as the Environmental Quality Incentives Program (EQIP) the Conservation Reserve Program (CRP) and the Emergency Forest Restoration Program (EFRP). The position makes recommendations to the State Forester and Program Manager for improvements to service delivery; supervises budget expenditures and implements policies and procedures for the Forestry Division within the Region; and participates in the planning and coordination of statewide and Regional Forestry Division field events and the State Fair.
Essential Functions
- Serves as fullline supervisor.
- Directs and coordinates the activities of personnel and participates directly to ensure fulfillment of mandatory obligatory and informal cooperative and working agreements with other state federal and local agencies of corporate entities.
- Plans and supervises the development of the regions annual budget Illinois Forestry Development Act and Federal Forestry incentive program budgets.
- Independently and in consultation with the Division Administrator evaluates existing policies programs procedures legislation and administrative orders.
- Assumes management responsibilities for the Division in the absence of the Division Administrator.
- Performs other duties as required or assigned whichare reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of a bachelors degree in fish wildlife forestry or natural heritage resource management or in a related biological science.
- Requires six years progressively responsible professional experience in fish wildlife forestry or natural heritage resource management.
Preferred Qualifications
- Two (2) years of thorough knowledge of natural resource management theory principles and practices.
- Two (2) years of thorough knowledge of managerial procedures and techniques program budgeting personnel statistics and procurement
- Two (2) years of experience supervising directing and evaluating staff and operations within an assigned geographical region or a major statewide resource program.
- Two (2) years of experience projecting budgetary and staffing needs
- Two (2) years of experience solving onsite problems.
- Two (2) years of experience securing and analyzing information and exercising sound judgment in the analysis and the evaluation of technical data reports/papers.
