Thurston County Public Health & Social Services (PHSS) is recruiting for a Policy Program Manager/Board of Health Clerkfor our Administrative Division.
As the Policy Program Manager you will play a pivotal role in shaping public health strategy by serving as the primary liaison between PHSS and the Board of Health (BOH) the departments official oversight and advisory body. In this position you will foster strong partnerships ensure the seamless flow of information and lead the preparation and distribution of essential materials in a timely manner. You will have a high focus on policy and advocacy as it affects PHSS and the BOH in addition to administrative support work. At the direction of the PHSS Director and BOH Chair you will be responsible for scheduling and attending meetings maintaining public records fulfilling public records requests and preparing a written annual report for the Boards consideration at its annual meeting.
In this role you will also serve as the main legislative liaison for PHSS. This entails keeping up to date on developments at the state and federal levels providing information to the relevant PHSS teams so they can prepare for future rulings and legislation that may impact their work. If there are aspects of current PHSS work that is prohibited by current legislation you will be responsible for assisting in finding alternate solutions.
Essential functions may include but are not limited to the following:
- Schedule meetings for the Thurston County Board of Health; develop and review materials for completeness including agenda packets and minutes; request additional information as required
- Assure administrative support procedures comply with applicable State laws County code provisions and Roberts Rules of Order
- Receive correspondence and documents requiring Board or Commission action; develop and review materials for accuracy and completeness; request additional information as required
- Assist in PHSS strategic planning and other foundational public health such as the community health assessment and community health improvement plan with the goal of future Public Health Accreditation Board (PHAB) accreditation planning
- Provide information on the status of specific issues to the general public elected officials attorneys Commissioners and Board members and governmental agencies
- Compile and assemble information on a variety of matters requiring action by the Board or Commission
- Develop PHSS public policy positions for public health at the local county and state levels via internal and external policy development and assurance in a systematic and comprehensive way
- Identify and analyze other existing and proposed state and local policies
- Participate in county and statewide groups to inform PHSS of current upcoming legislation affecting public health
- Create policy briefs and make policy recommendations to the PHSS Executive Team on issues that impact public health and advance equity
- Compose correspondence for all related hearings and meetings including meeting resolutions and hearing decisions
- Maintain accurate and detailed records files and data
- Perform other work as required or assigned including but not limited to a 24/7 response during public health emergency situations and disease outbreak investigations

QUALIFICATIONS:
- Bachelors degree in a field closely related to the specific experience may be substituted for education on a year for year basis.
- Four (4) years of progressively responsible experience related to public program and policy development or in a closely related field specific to the position. Demonstrated competence in the principles and practices of public policy development and administration. Also must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.
- Current Washington State Drivers License or have requested and obtained an appropriate accommodation.
- Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.
- Depending upon the area of assignment a specialized certification or accreditation may be required of the position.
