Job Description

Position Summary
The Program on Mental Health and Substance Abuse Services and Systems at the Cecil G. Sheps Center for Health Services Research is seeking a Research Project Manager to serve as a key member of our dynamic team working to evaluate the NC Medicaid Transformation including the Substance Use Disorder Waiver. The Research Project Manager works with NC Medicaids Quality Population Health and Evaluation ( QPHE ) leadership to develop comprehensive evaluation plans for NC Medicaid programs. They will oversee the implementation of different evaluation plans ensuring that program activities and services further the goals and objectives of NC Medicaid. Ensures that activities are complementary to QPHE program operations and consistent with the evaluation plans of Sheps.

Required Qualifications Competencies And Experience
* Experience developing and executing program evaluation strategies including surveys focus groups stakeholder interviews. * Experience analyzing data and creating reports using available data. * Knowledge of or familiarity with frameworks for program evaluations especially in public health and/or healthcare settings. * Knowledge of both quantitative and qualitative data analysis methods. * Strong team collaboration skills enabling interdisciplinary teamwork to plan and conduct evaluations effectively * Ability to gather data using qualitative and quantitative approaches such as interviews group processes participant observation surveys electronic data files or other methods. * Ability to understand the context of a program and how it affects program planning implementation outcomes and even the evaluation. * Ability to prepare and present evaluation results with a focus on actionable insights and stakeholder engagement.

Preferred Qualifications Competencies And Experience
* At least 3 years of experience developing and executing program evaluation strategies including surveys focus groups stakeholder interviews. * Masters degree or equivalent work experience in public health exercise science community development or a related field of study. * Ability to train others in the methods of program evaluation including design data collection data analysis and reporting. * Ability to engage with listen to and learn from a broad range of evaluation stakeholders encouraging their meaningful participation. * Commitment to ensuring that evaluation activities are done in a culturally competent manner. * Ability to work as part of an interdisciplinary team to plan and conduct evaluations. * Ability to organize and summarize information in a clear and concise manner. * Ability or experience in the development and use of logic models to describe complex programs. * Proficiency in developing measurable and clearly articulated program goals and objectives to support evaluation frameworks. Knowledge in the development of evaluation plans. * Skill in identifying evaluating and leveraging existing data sources for program evaluation. * Ability to work with stakeholders to present analyses find common themes and identify relevant and actionable findings from evaluations.
