Job Description

Description

Performs complex professional and administrative tasks planning directing coordinating and supervising planning programs services staff and functions administering current and longterm planning workflow including permit review project tracking and customer feedback responding to land use inquiries preparing and updating Town ordinances preparing and administering the Division and Capital Improvement budgets and related work as apparent or assigned. This position supports supervisors and other staff within the Planning Department and maintains overall responsibility for all Planning staff. This position is designated as essential during emergency or disaster situations. Work involves setting policies and goals with general direction from the Planning & Inspections Director.


Essential Job Functions

  • Serves as a leader for the Planning team for the department and for the organization.
  • Supervises and manages all activities and programs in the Planning division including supporting staff establishing and monitoring Division and employee work plans purchases travel and training.
  • Supports staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures.
  • Inspires and motivates members of the Planning team through training education project involvement and sharing knowledge related to the principles practices and theories of land use planning.
  • Serves as the project manager for special projects including the development implementation and updates of land use transportation small area corridor conservation and redevelopment plans policies and regulations.
  • Attends meetings of the Towns Planning Board Board of Adjustment Town Council and Technical Review Committee; prepares agendas provides case and ordinance analysis and coordinates training.
  • Represents the Planning Division on interdepartmental and interorganizational committees and meetings; advises the Director Town Manager Mayor Town Council and Town staff on professional planning land use and development matters.
  • Oversees development project review and implementation and administration of the Towns zoning subdivision formbased nuisance and flood damage prevention ordinances addressing and performance guarantees.
  • Exhibits independence flexibility attention to detail productive time management and the ability to prioritize and manage multiple projects simultaneously.
  • Oversees zoning and nuisance code enforcement.
  • Regularly demonstrates the Towns core values of respect engagement supportive work environment communication and service excellence. Holds others accountable to do the same.
  • Performs other duties as assigned.
Requirements
  • Bachelors degree with coursework in urban planning public administration or related field andextensive (6 or more years) experience in planning including supervisory experience.
  • Possession of North Carolina Certified Zoning Official certification preferred.
  • Possession of Certified Floodplain Manager accreditation preferred.
  • Possession of AICP certification preferred.
  • Possession of an appropriate drivers license valid in the State of North Carolina.

Knowledge Skills and Abilities

  • Comprehensive knowledge of the principles practices and theories of urban and regional planning and the interrelatedness of land use community development transportation quality of life and the built and natural environment.
  • Comprehensive knowledge of federal and state laws Town ordinances and policies related to community planning and development processes.
  • Comprehensive knowledge of standard office practices and procedures.
  • Comprehensive knowledge of the principles theories and practices of leadership personnel and organizational management and human relations.
  • Some knowledge of the building permit review and inspections processes.
  • Ability to articulate the desired vision for the community and to communicate that vision within the department and organization and to Boards Committees Town Council and other elected officials and the public.
  • Ability to translate professional planning principles and practices into effective plans and policies.
  • Ability to gain consensus on adopted and proposed planning policies and regulations.
  • Ability to communicate both orally and in writing clearly and effectively including condensing complex concepts and issues to be understandable and relatable to a variety of audiences.
  • Ability to speak publicly lead meetings and gain trust and buyin to create and implement land use and related plans policies and regulations.
  • Ability to establish and maintain positive effective working relationships with landowners developers elected and appointed officials engineering firms architects surveyors staff and the public.
  • Ability to manage complex multifaceted projects on time and within scope and budget.
  • Ability to apply logic persuasive reasoning and excellent customer service to various types of projects tasks and inquiries to achieve beneficial and productive outcomes.

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger handle or feel frequently requires sitting and reaching with hands and arms and occasionally requires standing walking climbing or balancing stooping kneeling crouching or crawling pushing or pulling lifting and repetitive motions; work requires close vision distance vision ability to adjust focus depth perception color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data visual inspection involving small defects and/or small parts using of measuring devices operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office light traffic).
