Job Description

THE CITY OF JACKSON IS CURRENTLY ACCEPTING APPLICATIONS FOR THE FOLLOWING FULL TIME EMPLOYMENT OPPORTUNITY: PROPERTY CODE TECHNICIAN INTERNAL & EXTERNAL POSTING

General Summary: Under the supervision of a higher classified employee performs a variety of complex and responsible clerical tasks and record keeping activities. The work requires considerable typing skill and judgment. The employee uses computer software to maintain a variety of databases and to produce a high volume of correspondence documents and reports.


Typical Duties:


1. Compiles and enters property data using a specialized software program including property descriptions inspection and code enforcement information and property division changes. Research propertyrelated resources (tax records water billing addresses voting records municipal directories etc.) and updates property ownership records as appropriate. Runs computer reports checks errors and makes corrections. Updates documents and maps with property data changes.
2. Schedules inspections for building code enforcement and rental inspection staff in accordance with established procedures. Grants administrative extension for citywide code enforcement actions in accordance with established guidelines.
3. Maintains a tickler system for deadlines for property activity.
4. Monitors actions related to dangerous buildings and updates affected staff and monthly report to reflect changes. Arranges for buildings to be secured requests bids for demolition reviews progress of demolition contractors and processes payments for demolition services consistent with established procedures.
5. Attends Building Board meetings prepares meeting minutes and updates property records in accordance with Building Board decisions. Assists Chief Building Official in. compiling and assembling agendas and related documents.
6. Coordinates issuance of electrical mechanical plumbing and building permits for renovation and construction.
7. Research property ownership for garbage and abandoned vehicle citations prepares
applicable notices monitors developments and arranges for property cleanups in accordance with department procedures.
8. Maintains computerized records of registered contractors building permits issued and revocable licenses.
9. Registers building electrical mechanical and plumbing contractors. Enters related data into database.
10. Researches and responds to questions regarding zoning signage fences building electrical mechanical plumbing plan review site plans etc. as required.
11. Prepares sorts processes and files a variety of forms applications documents receipts and records in accordance with department procedures.
12. Prepares periodic reports from various databases.
13. Transcribes or independently composes routine correspondence reports notices and related documents for review and approval.
14. Receives telephone calls and walkin visitors. Receives complaints and requests for information or services collects information from applicants and explains department procedures.
15. Performs work of lower classified clerical workers as assigned. May oversee or schedule work of lower classified clerical employees.

Eligibility Requirements: High school diploma plus one (1) year of college or specialized training related to secretarial science office management or a related area and two (2) years secretarial experience or equivalent combination of jobrelated education and experience. Able to successfully complete the data entry skills test (min. 6000 keystrokes per hour) and typing test (60 wpm) with accuracy and proficient in Excel. Knowledge of general office equipment including computers and related software with specialized skill in word processing database management development of spreadsheets and document formatting. Able to efficiently learn and effectively use new software programs. Able to work independently assume responsibility without direct supervision and exercise discretion. Able to interact professionally and constructively with members of the public in difficult situations. Able to communicate courteously and effectively with employees the public and contractors both orally and writing. Able to develop and promote excellent working relationships and be a strong advocate of exceptional customer service.


Experience with mapping and property ownership software such as GIS Mapping and BS&A Equalizer is desirable. Experience with real estate terminology and descriptions and/or building construction and limited understanding of code enforcement is desirable.
