Job Description Summary:

Under broad policy and/or general direction the Controller is responsible for leading managing and coordinating all accounting treasury and debt functions and processes of the City. The City operates under a decentralized environment where some accounting functions of city are located within other departments of the city and are not directly supervised by the Controller. Essential skills that the Controller must possess and utilize daily include strong interpersonal skills tact and the ability to build cooperative working relationships.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

TheController performs the following duties and has the following responsibilities under general supervision:

Provides efficient and effective leadership for the city organization under the philosophy that products and services must be continuously improved and upgraded including:

  • Quality of services
  • Process improvements
  • Better customer service
  • Ease of doing business
  • Customer focus

Leads manages and coordinates the responsibilities of the accounting treasury and debt services of the City.

  • Directly supervises the Senior Accountants Accountant and Assistant Controller who in turn supervises an Accounting Coordinator and Accounting Specialist. Duties include multiple programs which the Controller is responsible for accomplishing assigned responsibilities.
  • Develops monitors and supports the accomplishment of work plans for all direct reports.
  • Coordinates with division managers in finance and any accounting issues that may cross divisions.
  • Coordinates with other departments and takes the lead in resolving any accounting issues that arise. Interacts with staff citywide and coordinates the decentralized aspects of accounting. processes and systems ensuring the availability of appropriate training opportunities to support effective and efficient use of systems.

Finance Representative responsible for the operational aspects of financial systems used to account for all financial transactions of the City. Develops and administers systems policies and procedures modifying them as necessary to efficiently and effectively accomplish the objectives set out in State and Federal Requirements the City Charter city ordinances and resolutions and for compliance with all applicable accounting regulations.

  • Represents the Chief Financial Officer in all areas regarding city accounting and treasury.
  • Responsible for enforcing policies and resolving problems within the department with other departments with vendors or with the public.
  • Manages the citys financial reporting function including preparation of the Annual Comprehensive Financial Report (ACFR) reviewing financial transactions completing monthly closes and constantly updating knowledge regarding Governmental Accounting Standards and requirements for the ACFR.

Oversees internal finance staff and coordinates with Finance Managers in the various departments regardinginternal controls accounts payable and purchasing programs and all accounting issues when needed. These operations include responsibility for administration of the citys purchasing card travel programs.

In consultation with the Assistant Controller develops and implements systems to test compliance with City financial policies and procedures for related activities.

Other:

  • Performs related duties as required to meet the needs of the City.
  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self others materials and equipment. Uses all required safety equipment and follows all safety regulations policies and procedures. Reports accidents and damage to City property.
  • Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

MINIMUM QUALIFICATIONS

  • Ability to demonstrate acute attention to detail and problem solving skills.
  • Ability to demonstrate effective communication and problemsolving skills.
  • Ability to demonstrate excellent customer services skills including the ability to manage difficult situations.
  • Ability to demonstrate strong mathematical skills.
  • Ability to demonstrate wellorganized and independent with effective time management skills.
  • Knowledge of and experience with computerized accounting and email applications.
  • Knowledge and thorough understanding of governmental accounting standards.
  • Knowledge of and demonstrated research skills.
  • Knowledge and experience in treasury and debt management functions.
  • Knowledge of and proficient experience with spreadsheet and word processing software. Working knowledge of database software.
  • Have and maintain acceptable background information including criminal conviction history

PREFERRED QUALIFICATIONS

  • Knowledge of and experience in compiling a full ACFR for a local government.
  • Knowledge of and experience with conducting audits or setting up auditing procedures/systems.
  • Knowledge of and experience with governmental accounting in a computerized decentralized environment.
  • Knowledge of and experience with the following applications: Workday Financials MS Excel Word PowerPoint and MS Access.
  • Knowledge of and experience with the GFOA Certificate of Achievement for Excellence in Financial Reporting program.
  • Knowledge of and proficiency in financial systems.
  • Knowledge of and successful experience in transitioning financial operations to benefit from process improvement and use of electronic tools to streamline transactions.
  • Skilled in and direct experience supervising financial reporting and accounting; accounts payable accounts receivable and assessments; cash management; portfolio investment; banking services; bank reconciliation; and debt issuance and management.
  • Skilled in making internal presentations.
  • MPA MBAdegree or other advanced training in financial or administrative areas.
  • Governmental accounting certifications.

REQUIRED EDUCATION AND EXPERIENCE

  • Certified Public Accountant.
  • Bachelors degree in Accounting Finance or Business Administration; or equivalent of eight (8) years of experience may substitute for the education requirement only.
  • Ten (10) or more years of governmental accounting or auditing experience.
  • Five (5) or more years of supervisory experience demonstrating strong leadership and mentoring skills.

Supervision Exercised: Assistant Controller Accountant Senior Accountant

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines public contact and changing priorities and conditions.
  • Work Environment: Works primarily in a clean comfortable environment. Works in a setting subject to continuous interruptions and background noises.
  • Machines and Equipment Used: Frequently uses standard office equipment including personal computers telephones calculators and copy/fax machines.
