Job Description

Position Summary

TheRegional Highway Safety Office Director position is a highly responsible administrative technical and community relations position involving the planning coordination and management of a comprehensive highway safety program for the East region of Alabama. Primary functions of this position include traffic safety related grant writing as well as administering ongoing grants. This position will also be responsible for researching and planning future grant applications for the highway traffic safety office as well as for local law enforcement agencies in the region. The Director will also be tasked with awarding grant funds to law enforcement agency subgrantees in the region; establishing and maintaining professional relationships with police chiefs sheriffs and other law enforcement personnel in the region to coordinate engagement and collaborate activities with the community.

This position is responsible for planning designing coordinating managing and evaluating a variety of community highway safety initiatives oriented toward reducing the number of highway crashes injuries and fatalities within fifteen counties. Specific program areas include but are not limited to countermeasures relating to driving under the influence (DUI) and excessive speeding the use of safety belts and child restraints distracted driving bicycle and pedestrian safety traffic safety research and analysis.

The person selected for this position is accountable for promoting national and state priorities through highway safety programs. The Director encourages law enforcement officers and leaders to support the enforcement of traffic safety laws particularly those dealing with impaired driving occupant protection distracted driving and speed management. Additional activities include collaboration with other highway safety partners and stakeholders and to build a network of contacts within the law enforcement and traffic safety community.

Work is performed under the general supervision of the appointing authority (working within the policies of housing agency Central Alabama Community College) with considerable independence and latitude in formulating interpreting and applying policies rules regulations for the operation of this program.

Included in this work is the management of the highway safety office on the campus of Central Alabama Community College along with extensive coordination with local and state law enforcement agencies community resource organizations and the Alabama Department of Economic and Community Affairs (ADECA). Additionally this position requires constant analysis of highway safety training & education needs and the provision of training sessions seminars educational presentations and other related activities as needed.

***This is a full time temporary grantfunded and probationary status position; 100% employer paid benefits. Continued employment is dependent on continued funding.***

Essential Duties and Responsibilities

Qualifications

REQUIRED MINIMUM QUALIFICATIONS:

  1. High school diploma or GED Certificate.
  2. Two (2) years employment as a police officer or related field in law enforcement.
  3. ValidAlabama Drivers License.
  4. Must be insurable by the colleges insurance carrier.
  5. Knowledge of general police methods practices and procedures.
  6. Deep understanding of and commitment to traffic safety programs and issues.
  7. Demonstrated exceptional oral and written communications skills.
  8. Demonstrated understanding of traffic safety data trends and analysis.
  9. Project management administrative process and procedure and management abilities.
  10. Ability to manage multiple concurrent tasks/relationships.
  11. Ability to influence/persuade
  12. Ability to travel in state/region and occasionally out of state.
  13. Time management skills.
  14. Ability to use good judgment and strong interpersonal skills.
  15. Selfmotivated with the ability to work with minimum supervision.
  16. Experience with budgeting Excel spreadsheets Microsoft Word and keeping track of statistical data.

PREFERRED QUALIFICATIONS:

  1. Prior law enforcement experience in a supervisory administrative and/or command level position.
  2. Traffic law enforcement and overtime enforcement management experience.
  3. Facilitation and leadership experience.
  4. Knowledge of highway safety related issues. Ability to plan and schedule and conduct training sessions seminars and workshop and public presentations on issues related to highway safety.
  5. Knowledge of law enforcement related issues with regards to traffic enforcement. Ability to plan and schedule and conduct training sessions seminars and workshops to assist eligible agencies with participation in the law enforcement programs.
  6. Possess public relations skills and the ability to organize and coordinate community resources for the evaluation of problems and the setting and accomplishing of goals.
  7. Ability to monitor federal state and nonprofit grant programs and to prepare grant applications and administer grants received by state and federal agencies. Ability to manage office division budget.
  8. Knowledge of the criminal justice system and all relevant components of the system.
  9. Knowledge of techniques for the collection and analyzing of data relating to highway safety issues. Ability to coordinate and make effective presentations for a variety of professional and civic organizations.
  10. Ability to deal with all governmental public agencies and individuals in a courteous tactful and effective manner.
  11. Familiarity with the law enforcement community traffic safety program and Highway Safety Plans.
