Job Description
Salary range is $66k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
Under general direction of the Manager Paratransit and Bus Bridging works with operating partners to ensure development coordination and delivery of a bus bridging program for Sound Transit. The Senior Program Manager Bus Bridging is responsible for coordinating with partners to ensure agency expectations are met for level of service for Sound Transits passengers. This role is responsible for deep coordination with partners internal and external to ensure work is completed in advance of planned service disruptions and support program management in the event of unplanned disruptions.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional positionspecific duties.
- Provide support to the Manager Paratransit and Bus Bridging to drive operating partners through detailed performance management and utilization of Key Performance Indicators (KPI) against service performance standards.
- Work with operating and transit partners to define and establish a bus bridging program determine benchmarks establish mobility recovery options and communication plans and implement and monitor the program.
- Coordinate daily with third party operating partners to understand how Sound Transit can support partners in increasing KPI trends where trends are too low and lower KPI trends where trends are too high.
- Document and analyze underand overperformance and trends.
- Participate in budget development for bus bridging in collaboration with Finance.
- Provides day to day oversight and policy direction enforces agreement and contractual obligations and provides clarity in all bus bridgingrelated matters; oversees the audits and training documentation; interfaces with Authorities Having Jurisdiction (AHJs); identifies cost savings areas and any possible efficiencies; provides external customers other departments and senior management input on operations management and administration of performance timeliness and safety practices.
- Provides support to the division/department and others on matters as directed; serves as staff on a variety of boards commissions and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws Agency policies and procedures rules and regulations.
- Report on trends and collaborate with operating partners to ensure corrective action plans are documented to bring KPIs to performance standard levels; elevate as appropriate to Sound Transit leadership.
- Provides status information metrics and reports related to service delivery performance of bus bridging.
- Champions and models Sound Transits core values and demonstrates valuesbased behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors Degree in Business Management Public Transportation Business Administration or related field. Five years of experience with bus operations and/or bus transit planning and public transportation in a highly collaborative environment. Experience managing and directing transit operations functions for large complex programs/ organizations preferred; Or an equivalent combination of education and experience.

- English usage spelling grammar and punctuation.
- Modern office procedures methods and equipment including computers and computer applications such as word processing spreadsheets and statistical databases.
- Utilizing computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Establishing and maintaining effective working relationships with other department staff management service providers vendors outside agencies community groups and the general public.
- Interpreting and applying applicable federal state and local policies laws and regulations.

Physical Demands / Work Environment:
- Work is performed in a standard hybrid field and office environment.
- Positions working in field may occasionally be exposed to dangerous machinery extreme weather conditions physical harm hazardous chemicals and/or extreme noise.
- This position is responsible for ensuring the safety of passengers in the field during Link disruptions. May be subject to seeing carrying and lifting of objects up to 25 pounds.
- Position includes occasional on call work outside of normal working hours.
