JOB TITLE: Senior Operations Supervisor Contract Maintenance

TITLE CODE: V1648

SCHEDULE: Full Time

REPORTS TO: Assistant Manager Facilities Maintenance

DEFINITION: Under general direction performs the full range of professional duties required to plan manage and coordinate program activities and personnel in the Contract Maintenance Services. Provides advice and guidance to management regarding contract maintenance matters. Performs other duties as assigned.

EXAMPLES OF DUTIES:

Supervises the operational and administrative aspects of the Contract Maintenance Services section in accordance with established policies and rules. Plans prioritizes assigns and supervises the work of assigned employees and contractors. Reviews contract documents project scopes and schedules to ensure compliance with requirements standards and funding allocation.
Collaborates with school administrators department heads and central office staff to determine their needs as they relate to the Contract Maintenance Services section of the Office of Facilities Maintenance.
Assists in the development implementation and assessment of office goals policies and procedures. Provides advice and direction to departmental management regarding contract administration maintenance and related issues.
Develops methods of improvement; proposes organizational policy or business process changes to senior management to improve customer services to the schools and other departments.
Performs special projects as assigned. Prepares and presents reports. Researches develops and communicates recommendations and solutions to issues.
Reviews develops and administers contracts for the installation repair and maintenance of building systems and their components.
Supervises the preparation of construction plans mechanical drawings material specifications and related contract documents. Reviews and comments on contract documents. Reviews proposals for changes additions and deletions to contracts. Prepares contract addendums.
Supervises and inspects work performed by contractors vendors consultants and inhouse staff. Ensures that the work adheres to established schedules standards and contracts. Meets with and coordinates project work with schoolbased administrators contractors departmental staff and others. Facilitates the timely and accurate completion of project work. Evaluates staff and takes appropriate performance management actions as needed.
Reviews and approves contractor requests for payments. Coordinates payment releases. Maintains and reviews records of project progress. Prepares correspondence relating to contracts. Responds to building and equipment emergency events.
Prepares and implements short and longrange plans for the preventive maintenance and repair of equipment. Prepares and administers budgets. Researches gathers and analyzes cost data. Reviews and prepares reports.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education Training and Experience:

Graduation from an accredited college or university with a bachelors degree.
Eight years of experience in contract administration for the repair maintenance and installation of major mechanical equipment three years of which were at supervisory level.

Note: Other combinations of applicable education training and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Knowledge Skills & Abilities:

Knowledge of managing major equipment service repair and installation contracts.
Knowledge of building codes and standards.
Knowledge of engineering.
Knowledge of the principals and practices of contract administration.
Knowledge of materials and specifications.
Skill in contract administration.
Skill in the preparation and review of contract documents.
Skill in overseeing coordinating and inspecting work performed by contractors vendors and consultants.
Skill in preparing reports.
Ability to supervise staff.
Ability to establish and maintain working relationships with contractors schoolbased administrators and others.
Ability to communicate effectively.
Ability to maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The duties of this class require travel to work sites throughout Baltimore County.

CONDITIONS OF EMPLOYMENT:
Persons appointed to this classification are designated as Essential Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency.

Persons appointed to this class are designated as essential personnel and as such are required to work during emergency events subject to call to duty and may be required to work beyond their normally scheduled hours with little or no advanced notice.

GRADE: Grade 08 on the BCPS OPE 12 Month payscale.

SALARY: $95138 $150025.

PreEmployment Requirements:
All persons employed by the Baltimore County Public Schools regular and temporary are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.

Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.

If you have military experience you will be asked to provide a copy of DD214.

Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.

Some positions will require employees to undergo a physical examination and/or drug testing.
