About the Position
Join a missiondriven team as a Title and Leasing Specialist where you can play a critical role in supporting the Infrastructure Property Management division by analyzing interpreting and managing complex real estate records including deeds leases easements agreements patents and contracts.
The position oversees the leasing licensing permitting and daytoday management of County and Flood Control District properties. Youll also conduct essential land rights research that informs the acquisition use and disposition of public assets directly impacting the way our communities grow and thrive.

We Require
- Two years of experience conducting land rights research/title examination or working as a RightofWay Agent or Property Management Agent in a governmental or quasi government agency or equivalent related experience in project development property acquisition property disposition negotiations project coordination or title/escrow services for public agencies public works utilities or quasipublic agencies
- Bachelors degree in Business Administration Public Administration Real Estate or a closely related field
- A combination of postsecondary education and/or jobrelated experience may substitute for the minimum qualifications on a yearforyear basis
We Also Value
- Four or more years of work experience at a public agency performing multilocation property management leasing and disposition activities title examination and acquisition of real property rights
- Experience working within applicable real estate and property laws rules regulations ordinances codes and other operational guidelines
- Experience creating all manner of real estate agreements and conveyance documents
- Experience conducting title research and analysis and adjudicating and clearing title exceptions in support of public or quasipublic agencies public works or utility company acquisition and disposition programs
- Proficiency in Microsoft Office (Teams PowerPoint Outlook Excel and Word) and Adobe Acrobat Pro
- SR/WA Designation with the International Right of Way Association
Job Contributions
- Negotiates and creates legal documents for property management acquisition and disposition transactions including permits licenses leases temporary entries
easements sales and land right transfers/ extinguishments in accordance with applicable county policies/resolutions and Arizona Revised Statutes - Research read analyze and interpret a variety of public records documents title reports legal descriptions plans and maps to identify vesting title encumbrances clouds on title restrictions on title legal description deficiencies and quality of title to real property and real property land rights
- Assists Senior Title and Leasing Specialist with managing the leasing licensing and permitting of County and District real property
- Responds to questions complaints and concerns from the general public and public agencies
- Coordinates with inhouse staff on surveys legal descriptions map reviews parcel descriptions easements and intergovernmental agreements
- Investigates negotiates and mitigates trespass encroachment and noncompliance situations
- Coordinates and reviews title reports appraisals and any other documentation relating to engaging and working with outside consultants
- Maintain reports and document the acquisition/disposition of properties to include updating electronic files and databases
- Assists with real property acquisitions and dispositions along with preparing public auction documentation and facilitating the process
- Performs other duties as assigned or required
Working Conditions
- Must possess or have the ability to obtain a valid Arizona drivers license by the time of hire
- Exerting up to 20 lbs. occasionally 10 lbs. frequently or negligible amounts constantly OR requires walking or standing to a significant degree
- Position is typically office or administrative work and is not substantially exposed
to adverse environmental conditions - MondayFriday 8 am5 pm
