Job Description

Position Description:

The Executive Director of Special Programs is responsible for overseeing special programs that address exceptional educational needs of Jefferson Parish Schools students. The Executive Director of Special Programs ensures that special programs in the Jefferson Parish Schools are high quality and enable participating students to achieve ambitious goals and/or performance objectives. The Executive Director of Special Programs directs and coordinates the Hearing Officers PBIS School Climate Safety and Discipline and Attendance.

Chief District Affairs Officer

Scope of Responsibility:

  • Oversees all aspects of student attendance student discipline and student wellbeing within the school district.
  • Ensures that the Special Programs Department follows federal statutes and regulations state laws Board of Elementary and Secondary Education rules and regulations JP
  • Schools policies and procedures and relevant contractual obligations.
  • Manages and oversees the implementation of attendance programs including early intervention initiatives and alternative education programs.
  • Ensures that special program curricula and assessments are aligned with federal and state standards and best practices.
  • Develops procedures and systems to identify and place students in appropriate special programs as needed and coordinates placement thereof.
  • Ensures compliance with attendance laws develops and implements attendance programs and works with families and schools to address attendance concerns.
  • Reviews and screens cases presented by hearing officers regarding alternative placement suspensions recommendations for expulsions or any appeal thereof and makes final recommendation to the Chief District Affairs Officer.
  • Coordinates with local state and federal support services for special programs to ensure that district special programs fully utilize and complement available services.
  • Facilitates training and support to school personnel on attendance procedures discipline protocols and related topics.
  • Works with other departments within the district community agencies and other stakeholders to support students and families.
  • Evaluates the efficacy of each special program and implements improvements as needed. Manages and analyzes student attendance data to identify trends patterns and areas for improvement.
  • Establishes and maintains contact with school personnel and members of multidisciplinary teams for the purpose of resolving and/or mediating familyschooldistrict concerns.
  • Collaborates with colleagues to develop implement and coordinate supportive plans for schools/families.
  • Review draft study recommend and implement policies curriculum and plans to enhance the quality of school climate and culture.
  • Participates in the development analysis and evaluation of policies and procedures.
  • Ensures equity consistency and fairness in policies and procedures.
  • Sets goals aligned to the vision of the district and regularly evaluates/analyzes data to determine strengths weaknesses and possible adjustments.
  • Collaborates with team members on grant proposals to secure additional funding opportunities upon request.
  • Attends meetings/conferences and participates in the preparation of necessary documents relative to the health safety and welfare of students (including school board/committee meetings school events etc.)
  • Attends professional workshops and inservices for continuing professional growth.
  • Adheres to deadlines and timelines.
  • Maintains case records reports and all necessary forms within established timelines in order to provide a continuity of service and program accountability.
  • Coordinates school conferences with families and school personnel to identify barriers and/or mediate resolutions.
  • Performs other duties as assigned by the Chief District Affairs Officer.

Skills and Qualifications:

The Executive Director of Special Programs oversees all aspects of student attendance discipline and wellbeing within the school district. They are responsible for ensuring compliance with discipline and attendance laws developing and implementing intervention programs and working with families and schools to address concerns. The executive director also manages the department including staff budget and data collection related to attendance. Successful candidates will also demonstrate and/or possess:

  • Masters degree in a related field.
  • Strong understanding of child welfare and attendance laws and regulations.
  • Knowledge of state and federal laws and regulations regarding student discipline.
  • Knowledge of state and federal laws and regulations regarding children with exceptionalities.
  • Excellent communication interpersonal and conflict resolution skills.
  • Ability to work effectively with diverse populations including students parents and staff. Proficiency in data analysis and reporting.
  • Ability to manage time effectively and prioritize tasks.
  • Experience in working with families facing challenging circumstances.
  • Exceptional analytical and problemsolving skills with an ability to use quantitative and qualitative data to make decisions and recommendations.
  • Collaborative management style with a proven track record of working with diverse individuals at all levels to drive decisionmaking and results.
  • High degree of professionalism with the ability to manage multiple competing prioritie while consistently demonstrating sound judgment and disciplined thinking.

Desirable Qualifications:

  • Minimum of five (5) years teaching experience or supervisory experience.
  • Certification in Educational Administration Educational Leadership or management experience.
  • Knowledge of PBIS.
  • Knowledge of discipline procedures.
  • Certification as Hearing Officer.

Physical Involvement:

Sitting is a required part of each work day. Must be able to operate office equipment. Standing walking reaching bending lifting up to 30 pounds is sometimes required. Ability to provide own transportation to schools work locations and meeting sites. Mobility skills necessary to access a variety of work locations.
