JOB SUMMARY
Supports the Director of Title I in coordinating planning implementing administering and evaluating the school systems Title I Part A federal grant programs under the Every Student Succeeds Act (ESSA). Manages daytoday program operations supervises assigned staff and ensures fidelity of Title I compliance and accountability measures. Leads crossoffice collaboration with Central Office and schoolbased teams to elevate student outcomes and eliminate achievement gaps. Provides leadership and oversight for the development documentation and submission of required federal and state applications reports and monitoring documentation.

ESSENTIAL DUTIES/RESPONSIBILITIES
- Supervises and formally evaluates assigned Title I office staff ensuring high levels of performance accountability and professional growth.
- Provides regular coaching support and feedback to Title I program managers specialists and schoolbased leadership team to build capacity in compliance and instructional best practices.
- Coordinates activities with other coordinators program offices and departments to align Title I initiatives with local state and federal priorities. Oversees the onboarding of new Title I programs and ensures alignment with systemwide instructional goals.
- Plans facilitates and delivers inperson and virtual professional development aligned to system priorities ensuring that Title I schools and staff receive jobembedded evidencebased training.
- Collaborates with elementary and secondary network teams and Central Office service departments to design integrated supports for Title I schools. Conducts school visits to monitor Title I program implementation staff effectiveness and impact of student outcomes.
- Actively participates in schoolbased meetings family engagement events leadership forums and instructional reviews providing feedback and coaching tied to Title I goals.
- Works with the Title I Director and Program Managers to guide school improvement processes including the development of Title I School Improvement Plans (SIPs) aligned with data analysis instruction intervention small group instruction and progress monitoring.
- Coordinates the preparation revision and timely submission of all Title I federal and state compliance documentation including applications amendments audits monitoring reports and funding justifications.
- Designs implements and monitors extended learning opportunities (before/after school programs summer learning) for Title I students to accelerate academic growth.
- Collaborates closely with the budget team to ensure appropriate fiscal management and assist in building internal checks and balances to support grant compliance and resource efficiency.
- Performs other related duties as assigned within the same classification or lower.

Education
- Masters Degree in related field of education from a regionally accredited college or university required.
Experience
- Five (5) years successful teaching experience required;
- Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Knowledge Skills Abilities and Other Characteristics
- Knowledge of current trends research in eliminating the achievement gap reading instruction integrated literacy Maryland Common Core State Standards school innovation and school improvement leadership and change management.
- Knowledge of school organization administration and supervision with special emphasis on teaching techniques supervision curriculum development and data analysis.
- Excellent written and oral communication and interpersonal skills
- Demonstrated strong leadership and management skills with the ability to supervise the work of others
- Demonstrated ability to effectively work and communicate with diverse populations and develop outreach strategies to encourage parental involvement in student learning.
- Ability to employ instructional technology into instruction and hardware such as document cameras presenters and SmartBoards etc. when provided.
- Ability to create a positive environment that values respects and leverages all employee talents while providing fair advancement for all employees.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing Microsoft Office Suite Word Excel Outlook and/or PowerPoint preferred).
Licenses and Certifications
Employee must retain active licenses certifications and enrollment as a condition of employment.
- Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) required; or
- Hold or be eligible for Educator Certification: Administrator I Certificate issued by Maryland State Department of Education (MSDE) required.
- Upon hire Drivers License (DL) Class C NonCommercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
- Daily access to reliable transportation.
