The Director of Secondary Education sets the strategic vision for the instructional framework and pedagogical approach to Lynchburg City Schools (LCS) academic programs. The Director develops the short and longterm instructional vision for LCS and works to establish a culture of high expectation and shared responsibility for equitable access to highquality and culturally relevant instruction. The Director is the leader spokesperson and resident expert on Secondary instruction pedagogy and learning. The Director works to create authentic partnerships between division departments and schools that ensure closer alignment of divisions resources with school needs to implement an instructional plan for the district that ensures effective teaching in every classroom.

ESSENTIAL FUNCTIONS
  • Directs the development implementation evaluation and revision of the 612 curriculum and instruction programs.
  • Coordinates and guides long and shortterm instructional planning at the division and school level and provides leadership in the development of innovative educational programs for the division.
  • Assists in developing and monitoring the implementation of the Comprehensive Strategic Plan including reporting out on progress and attainment of goals and objectives.
  • Assists in developing and monitoring the implementation of the Division Improvement Plan and the Division Literacy Plan including reporting out on progress and attainment of goals and objectives.
  • Oversight and implementation of division initiatives that improve student teacher and administrator learning planning and outcomes.
  • Oversight and implementation of updated Virginia SOLs in all content areas that improve student teacher and administrator learning planning and outcomes.
  • Provides leadership and guidance to school principals to support and develop their role as the instructional leader of their school.
  • Supports principals with the organization and administration of instructional programs school and division improvement plans and services.
  • Conducts regular instructional walkthroughs and observations at assigned schools monitoring and evaluating instructional leadership at the building level.
  • Oversees the divisions efforts in the alignment of the written taught and tested curriculum for all content subject areas.
  • Oversee develop and manage annual work plans for Literacy and Reading Specialists aligned to division literacy goals and the Virginia Literacy Act.
  • Oversee the districts book review and approval process ensuring compliance with selection and reconsideration policies and supporting librarians in curating highquality collections.
  • Oversee the administration of common assessments for grades 612 and ensure data from VALLSS IXL and other tools is used effectively to guide quality instruction and intervention planning.
  • Support all stakeholders in developing and monitoring Student Reading Plans (68) for atrisk students in compliance with the VLA.
  • Lead the design and delivery of professional learning for various stakeholders in collaboration with other directors and supervisors.
  • Oversee and develop a plan for divisionwide PL days gradeband PLCs and ongoing jobembedded coaching to build teacher capacity in highquality instruction scaffolding and academic discourse.
  • Routinely reviews evaluates and assesses division instructional programs and services including but not limited to services for gifted and talented students services for English Language Learners and staff professional growth and development.
  • Compiles data and coordinates accountability efforts through methodical gathering and reporting of meaningful information pertaining to the division as well as directs the preparation of reports as required.
  • Collaborates and coordinates with the Director of Information Technology on the implementation of technology in the classrooms and curriculum.
  • Collaborates and coordinates with the Director of Student Services on the divisions alternative education programs.
  • Collaborates and coordinates with the Director of Special Education on the divisions special education plans and programs.
  • Assists in the development and review of the annual Teaching and Learning budget.
  • Collaborates with the Grant Coordinator on the application development implementation and fiscal management of local state and federal grants.
  • Evaluates and supervises staff assigned to the Department of Teaching and Learning.
  • Communicates effectively and equitably with the division and all other audiences to articulate information regarding curriculum and instructional programs and specific concerns that may need to be addressed.
  • Collaborates with a variety of internal and external groups for the purpose of creating long term and short term plans addressing organizational objectives and implementing program components.
  • Attends school board/work sessions prepares and presents reports/information as necessary and directed.
  • Ensures the deputy superintendent is kept fully informed about matters within the division and advises on such issues. Also will recommend solutions to a wide range of complex issues and corrective action plans.
  • Assists principals and the Human Resource Director in determining staffing needs for the division.
  • Supervises and coordinates with Instructional Supervisors on the selection of textbooks and instructional materials.
  • Serves on various division committees including but not limited to the divisions policy workgroup.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE
  • Masters degree required in Curriculum and Instruction Educational Leadership and/or Administration & Supervision.
  • Minimum of five years of successful secondary teaching experience with demonstrated success in instructional leadership and teacher supervision.
  • A minimum of five years of experience in central or school administration with supervisory responsibilities (preferred).
KNOWLEDGE SKILLS AND ABILITIES
  • Must demonstrate leadership qualities and personal characteristics necessary for working effectively and cooperatively with students teachers administrators divisionlevel staff and parents/guardians in providing the best possible educational environment.
  • Solid knowledge and understanding of effective practices in child development program evaluation curriculum instruction assessment professional development federal grants state testing and educational technology.
  • Solid knowledge and understanding of public school operations school law Virginia Department of Education requirements and federal state and local regulatory guidance.
  • Skilled in the use of equitable practices that create a safe inclusive and supportive learning and work environment.
  • Ability to lead/manage groups of people craft departmental vision goals and objectives and oversee division projects and initiatives.
  • Excellent leadership skills and administrative experience in working with the School Board public families students and staff.

  • Effective communications (both written and verbal) and presentation skills.
SUPERVISORY RESPONSIBILITY
  • Directly supervises a team with direct reports including but not limited to Instructional Supervisors Coordinators and office staff.
TRAVEL REQUIREMENTS
  • Reliable transportation is necessary.
  • Daily travel between schools LCS buildings and local areas is required.
  • Minimal travel outside of the City of Lynchburg is required.
