Summary
The Department of Human Services (DHS) Program Specialist is responsible for analyzing monitoring and evaluating human service programs. This position is governed by state and federal laws and agency/institution policy.
Functions
Researches analyzes and interprets existing and proposed state and federal laws related to specific Department of Human Services program areas and prepares reports regarding the impact implementation and evaluation of such laws. Reviews records and reports to determine service effectiveness and policy and procedure compliance of program activities. Develops program plans policies procedures and reporting mechanisms and revises operating manuals with changes or additions. Investigates complaints identifies program deficiencies prepares corrective action plans and implementation procedures and conducts followup review to ensure corrective action plans are implemented and evaluates their effectiveness. Provides technical assistance and serves as a coordinator for the review interpretation and development of specific program policy procedure and/or funding. Discusses policy and procedure effectiveness or problems with department state and federal representatives and establishes resolution methods. Performs other duties as assigned.
Knowledge Skills and Abilities
Knowledge of state and federal laws regulations and policies governing social service programs delivery. Knowledge of research and analysis techniques. Ability to analyze interpret develop and apply laws policies and procedures governing specific departmental programs. Ability to monitor and evaluate the effectiveness of programs and services. Ability to prepare present and review oral and written information. Ability to utilize computer software and applications.
Minimum Qualifications
The formal education equivalent of a bachelors degree in psychology sociology or a related field; plus two years of experience in social or community service program activities or related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
