The Department of Healthcare and Family Services Office of Inspector General Bureau of Investigations is seeking an energetic and qualified professional to fulfill the responsibilities of an Investigator Trainee. The trainee program will be a period of no more than 12 months learning onthejob investigative policies and procedures to conduct investigations relating to fraud and abuse in the Illinois Medicaid Program. The ideal candidate will have investigative experience strong leadership task management skills and good individual must work collaboratively prioritize work appropriately and ensure timely completion of tasks. The incumbent will demonstrate independent initiative communicate clearly andalways conduct themselves ethically and professionally. Essential Function
- Under general supervision serves as an Investigator Trainee in the Office of Inspector General (OIG) for the Department of Healthcare and Family Services (HFS) by Participates in an onthejob training program for a period of no more than 12 months designed to provide a thorough working knowledge of investigative policies procedures and techniques to conduct thorough overt and covert investigations relating to allegations of fraud waste and abuse of the Illinois Medical Assistance Program and other stateadministered federal programs
- Receives instructions and personal experience in the investigative practices policies and procedures
- Receives instructions and personal experience in preparing reports of investigative activities conducted including findings of fraud waste or abuse of the Illinois Medical Assistance Program and other stateadministered federal programs
- Receives instructions and personal experience in serving as a liaison and successfully engaging with managed care organizations law enforcement federal and local government officials and sister agencies such as the Illinois Department of Human Services and the Illinois Department on Aging
- Testifies in administrative civil and criminal proceedings
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires a bachelors degree with major coursework in law enforcement criminal justice or related fields OR requires an associate degree with major coursework in law enforcement criminal justice or related field and four (4) years of experience in investigative work such as detective administrative civil or criminal investigations licensing/certification investigations workers compensation investigations etc.
Preferred Qualifications
- Two (2) years of professional experience utilizing modern law enforcement investigatory techniques and concepts
- Two (2) years of professional experience conducting investigations involving healthcare insurance employment or government benefit programs
- Two (2) years of professional experience in following investigative policies and procedures
- Two (2) years of professional experience writing and editing detailed and comprehensive investigative reports in preparation for referral to external parties
- Two (2) years of professional experience working with statutes rules and regulations concerning misconduct
Conditions of Employment
- Requires completion of a background check and selfdisclosure of criminal history
- Requires ability to travel statewide the performance of duties with overnight stays as appropriate. Requires appropriate valid drivers license
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Must not have been convicted of a felony or Class A misdemeanor
- Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or other industry related topics relevant to the job duties
- Must be able to sit or stand for extended periods of time
