About Us
The Planning and Preparedness Branch enhances preparedness reduces vulnerabilities and ensures a coordinated response to critical incidents and emergencies by:
- Standing up and deploying the Nova Scotia Guard
- Reviewing comprehensive emergency management programs by the province and municipalities and ensuring they are robust
- Conducting thorough risk assessments and advising on mitigation strategies
- Administering the Disaster Financial Assistance program to ensure recovery takes place as quickly as possible
- Leading strategic policy including the management of federal and regional agreements and management of legislation regulations policies establishing standards and preparedness initiatives
- Supporting effective risk management and business continuity for the Province municipalities and critical infrastructure partners
- Managing the resiliency office
About Our Opportunity
In this key senior management role you will lead the planning direction and execution of disaster assistance programs across Nova Scotia. This role demands strategic acumen and operational expertise to ensure prompt and coordinated aid to individuals small businesses and government entities. Your responsibilities will include overseeing the approval of all disaster assistance payments and strategically leveraging federal resources through the Disaster Financial Assistance Arrangement.

Primary Accountabilities
Your leadership will be instrumental in upholding the highest standards of service delivery and maintaining the smooth operation of the Disaster Recovery Centre. Responsibilities include but are not limited to:
- Ensuring the Nova Scotia Disaster Financial Assistance Program addresses the needs of Nova Scotians impacted by disasters
- Overseeing the smooth daytoday operation of the Disaster Recovery Centre by providing supervision direction and support.
- Leading your team of professional staff and ensuring preparedness to respond promptly to provincial disaster assistance programs and being equipped with the necessary skills through training.
- Leading the design development and implementation of specific disaster assistance programs essential to the Department of Emergency Managements responsibilities.
- Improves the client experience service quality and access by evaluatingIT solutions partnerships communication outreach and other best practices.
- Providing expert advice and analysis to senior management and departmental staff.
Qualifications and Experience
You hold a postsecondary degree in a related field and have a number of years of progressively more responsible related experience (or an acceptable equivalency).
It is essential that you have:
- A proven track record of effectively leading teams and managing human and financial resources.
- Strong understanding of government protocols policies operations and procedures.
- Excellent communication negotiation and strategic planning skills.
- Experience in budget development forecasting financial analysis and reporting.
- Ability to thrive in a fastpaced environment and manage multiple priorities under tight deadlines.
- Excellent interpersonal skills with the ability to collaborate effectively with internal and external partners including government officials community leaders and agencies.
- Strong analytical and problemsolving skills with the ability to make sound decisions under pressure and adapt to changing circumstances.
- Have a commitment to diversity equity and inclusion with the ability to promote a culture of respect teamwork and continuous improvement within the organization.
Though not required it is considered an asset if you:
- Have insurance industry experience or a Chartered Insurance Professional (CIP) designation.
- Familiar with emergency management frameworks incident command systems and disaster response protocols.
- Experience implementing IT solutions.
- Experience working for the government.
- Proficient in SAP.

Working Conditions
Most of your time is spent in an office setting. You will have daily contact with various internal and external partners and stakeholders. Additional Information
- You will be responsible for working in the Provincial Coordination Centre (PCC) during emergencies and working overtime
- You must hold a valid Nova Scotia drivers license and access to a licenced operating motor vehicle.
- You must be eligible to attain a Government of Canada Level II Security Clearance

Salary Range: $3760.89 $4701.11BiWeekly
