Position Summary
This position performs engineering duties related to overseeing the components of the Landfill gas collection electrical generating and leachate collection systems at the landfill. The roles objective is to provide excellent technical knowledge and achieve optimal operations of the landfill gas system. This position is part of the Environmental services branch. This position reports to the Senior Engineer for Landfills within Environmental Services.
Key Duties & Responsibilities
- Assist in performing daily/weekly checks on the Landfill Gas to Energy (LGTE) facility landfill flare operations landfill gas wellfield operations and leachate system operations.
- Provide contract administration general engineering and project management during the execution of environmental projects.
- Be available to promptly respond to callouts of plant shutdowns during nonbusiness hours to identify the cause of the shutdown and perform repairs or adjustments to return the plant to operation.
- Perform and coordinate daily/weekly and monthly effective maintenance programs regarding all gas and leachate collection systems at the Landfill.
- Perform calibrations as needed on all testing and monitoring equipment related to the environmental and safety sector.
- Tactfully and adequately respond to concerns and inquiries from the general public City Council and other branches/departments/divisions.
- Ensure compliance of personnel equipment materials contractors and consultants at Landfill to meet the City of Regina Landfills Standard Operating Procedures Emergency Response Procedures and corporate policies.
- Manage and review the work of engineering consultants and contractors for projects.
- Review drawings specifications plans and applications from engineers consultants and developers to make sure they meet City specifications bylaws and environmental regulations.
- Approve expenditures and other transactions within limits of authority and take necessary action to protect civic monies and assets against loss and waste.
- Perform related duties as required.
Key Qualifications
- University Engineering Degree preferably in the Environmental or Civil Engineering disciplines coupled with a minimum of two (2) years engineering experience in the field of environmental engineering with experience specifically related to landfilling and landfill gas systems.
- Basic Knowledge of Supervisory Control and Data Acquisition systems (SCADA).
- Demonstrated Mechanical/Industrial knowledge
- Must be familiar with mechanical systems including large reciprocating engines and other industrial machinery.
- Knowledge of the principles of organization supervision and administration and the ability to effectively apply these principles.
- Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures within the Act.
- Demonstrated skill in project management conducting presentations communicating and selling ideas and in leading group discussion.
- Intermediate skills using Microsoft Office including Word Excel and PowerPoint.
- Ability to express ideas effectively in oral and written form with particular emphasis being placed on the ability to prepare comprehensive reports for presentations to management and the City Council and to communicate orally to large audiences.
- Ability to work independently and develop initiatives and programs in response to the needs of the area as well as corporate policies and goals.
- Ability to carry out standard engineering computations.
Working/Other Conditions
- Must possess a valid Class Five (5) drivers license and have a vehicle available for work usage. (A kilometer reimbursement is provided).
- Required to be exposed to physical environment which includes dirt odours noise weather extremes or similar elements.
- Will be required to work unscheduled hours including being on call.
- Required to use motor coordination with finger dexterity (typing machine operation).
- Required to exert physical effort in handling objects of less than 30 pounds.
- Required to be exposed to physical occupational risks (such as cuts burns exposure to toxic chemicals etc.).
Additional Requirements:
- Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
- Proof of education is required.
- Additional assessments may be conducted to evaluate competencies skills and knowledge.
