Job Description

The Systems Development Division (SDD) delivers technology advantage into users hands from space to subsurface. Our programs deliver sustainable reliable and costefficient capabilities focused on endcustomer needs that function in operationally relevant environments and timeframes. SDD considers the entire lifecycle of the solution from conceptualization and architecting through development to deployment while leveraging novel technologies to deliver firstofakind systems. Current efforts include programs for airborne and space RF undersea systems focused on both passive and active applications and advanced testing enabled by multifunction multimodal capabilities.

Job Description:
As a Portfolio Lead you will manage a customerfocused portfolio of advanced technology programs currently working in the areas of Small Form Factor RADAR (SFFR). You will be responsible for the business development and planning for this portfolio with a target of 1020% annual growth. You will collaborate with government customers and technical teams to identify mission requirements and support the prioritization of technical development. Your responsibilities will include ensuring programs meet contract requirements including schedule deliverables budget and milestones and coordinating your engineering demand signal to the Engineering Executive. You will coordinate with the STR Business Operations teams to ensure smooth internal operations and support ongoing efforts to improve internal processes. You will manage customer external company and subcontractor relationships to ensure positive collaborations and open communication lines. You will support timely successful deliveries of products to the customer and routinely collaborate across multidisciplined teams in order to support STR technical leads and other key stakeholders. You will direct hiring development mentorship and performance reviews of the program management (PM) workforce. Finally you will be a leader who collaborates closely with other Portfolio Leads Division leadership and other Divisions and Groups within STR to align business development proposals and program execution.

This position requires competency in leading and managing multidisciplinary teams; communicating with senior leadership; cultivating positive collaborative and productive work environments; and demonstrated proficiency in all aspects of program and technical management. Strong interpersonal communication mentorship and peerleadership skills are also required.

Responsibilities Include:

  • Create and execute a business development plan to achieve 1020% annual portfolio growth
  • Effectively manage multiple programs ensuring cost schedule deliverables and technical program metrics are tracked and within plan
  • Manage and support customer and subcontractor relationships across a range of clients and contract types
  • Ensure and advocate for proper staffing to support program implementation
  • Lead multifunctional teams
  • Provide regular program briefs and recommendations to Division and Executive Leadership
  • Create and maintain an environment that fosters collaboration by giving clear direction and constructive feedback to the team
  • Monitor portfolio against goals: anticipate risks resolve issues and initiate corrective actions as appropriate
  • Lead and manage portfolio proposals by providing expertise in proposal development while ensuring adherence to a gated capture process
  • Collaborate with other Portfolio Leads and STR leadership to help achieve companywide objectives and customer satisfaction

Required Qualifications:

  • Experience developing and managing large scale development programs
  • Active Top Secret clearance with SCI eligibility
  • Bachelor of Science degree
  • Experience in managing technical projects including developing tasks/subtasks identifying & tracking program risks generating and adhering to schedules financial analysis and reporting and resource management
  • Experience managing subcontractor performance finances and deliverables to ensure proper execution
  • Ability to effectively communicate with technical and nontechnical audiences
  • Proficiency in all Microsoft Office applications including but not limited to Word Excel and PowerPoint

Highly Desired Qualifications:

  • Technical or Businessfocused Masters Degree
  • Experience and proficiency with STR productivity tools such as Vena
  • Prior experience in a leadership role of a technical program for a Defense Contractor
  • Familiarity with hardware and software development best practices and tools
