JOB SUMMARY

The mandate of the Safety Standards Investigation and Reporting Unit is to support OC Transpo with providing a safe workplace for staff and safe service for customers. This is done by supporting the implementation of the Safety Management System and ensuring compliance with regulations and safety processes across bus para transit and rail operations and maintenance.

You are responsible for assuring safety compliance with existing transportation with a primary focus on bus garage facility environmental and labour legislation and for investigating situations of noncompliance. You will provide support in the field in all OC Transpo properties on all shifts through incident response inspection investigation safety outreach and knowledge transfer activities.

You are required to work outside of normal working hours to support investigations where required. This position is responsible for providing 24/7 field (workplace) safety services.

EDUCATION AND EXPERIENCE

Completion of a 4year university degree in occupational health and safety industrial hygiene science legal studies engineering or other relevant discipline.

Minimum of 5 years of progressively responsible and relevant experience preferably in a labour intensive and unionized environment in transportation (road vehicles and/or railway) conducting investigations providing analysis making recommendations and reports focused on occupational health and safety.

Considered an asset:
Health & Safety certification such as Canadian Registered Safety Professional (CRSP) Certified Health & Safety Consultant (CHSC) Registered Occupational Hygienist or Technologist (ROH/T) and/or Certified Industrial Hygienist (CIH)

CERTIFICATIONS AND LICENCES

Valid Ontario unrestricted Gclass driverslicence(or provincial equivalent) with no more than 6 demerit points accumulated
Current Standard First Aid CPR and/or AED certificates

  • Issues and principles pertaining to emergency preparedness concepts and techniques
  • Hazard assessment risk mitigation and methods of control
  • Accident investigation and workplace inspection methodology
  • Risk assessment methodology
  • Research methods data collection and interpretation
  • Canada Labour CodePart II respecting Occupational Safety and Health rules regulations and practices
  • Environmental Protection Act Regulations for Construction Projects the Canadian Criminal Code provisions for safety Technical Standards and Safety Act Workplace Safety & Insurance Act Fire Code Building Code etc.
  • Knowledge of the Municipal Freedom of Information and Protection of Privacy Act
  • Safety Management System
  • Federal and provincial legislation regulations standards codes and bylaws relating to safety and emergency management
  • Policy and procedure development and documentation practices
  • Project management principles and techniques
  • Transit industry
  • A strong understanding of accident theory and causation combined with the use of facts and logic to develop meaningful solutions recommendations and corrective actions

COMPETENCIES SKILLS AND ABILITIES

  • Demonstrated knowledge of industry and best practices related to safety health and environment
  • Experience in safety operations of a large public/private sector organization preferably within transportation
  • Demonstrated ability with computer/software
  • Demonstrated ability to conduct high profile investigations and initiate improvements in safety systems and procedures
  • Highly developed facilitation analytical and communication skills to advise all management levels and assist in formulating long term strategy and practical short term solutions regarding hazard controls.
  • Demonstrated ability to work under pressure necessary to meet a multitude of corporate mandates
  • Demonstrated ability to set targets objectives delegate tasks and followup to ensure objectives are achieved
  • Proven ability to effectively lead team build coach and motivate subordinate staff and others to ensure set objectives are met with due regard for quality quantity effectiveness and deadlines
  • Sound judgement; welldeveloped management organizational interpersonal oral and written communication skills including technical report writing excellent analytical and problemsolving skills
  • Ability to work with professional multidisciplined teams deal with complex issues and maintain effective working relationships
  • Requires a valid nonprobationary class G Ontario Drivers License and have use of personal vehicle to perform daily duties and respond to client needs and other unforeseen events
  • Must be able to work independently and have the ability to multitask under minimal supervision
  • Highly developed interpersonal skills to establish and maintain effective working relationships and promote a harmonious safety environment;
  • Sound judgement highly developed problem solving organizational interpersonal verbal and written communication and presentation skills;
  • Ability to work with professional multidisciplined teams deal with complex issues and maintain effective working relationships
  • Experience working in a large public or private sector organization with a unionized environment is an asset
  • Initiative perseverance and adaptable interpersonal skills are needed to maximize information gathering and ensuring high degree of accuracy and credibility with investigation findings
  • Ability to visit various maintenance and operations environments including track level construction sites facilities garage and stations
  • Ability to work outside of regular working hours
