Job Description:

The Intelligence Operations Specialist at the Maryland Coordination and Analysis Center manages Virtual Command Centers and provides realtime intelligence support to law enforcement emergency management and public safety agencies during incidents and planned events. This role requires deployments to command posts emergency operations centers and coordination sites to integrate MCAC resources. The incumbent will use intelligence and situational awareness platforms data management systems intelligence and investigative tools and public safety networks to support operations and enhance realtime decisionmaking. During steadystate operations the incumbent will train personnel maintain operational readiness and develop public safety partnerships. They coordinate with MCAC divisions emergency sector partners and local state and federal agencies before during and after incidents.

Due to the nature of the work in this position the candidate may be required to pass a drug screening test and must possess (or be able to obtain) a governmentissued topsecret security clearance and pass a criminal background check. Some remote work opportunities may be available based on operational needs.

Responsibilities:

Virtual Command Centers & Incident Support

  • Serve as a primary coordinator for Virtual Command Centers ensuring public safety partners have access to critical information during incidents.
  • Support MCAC Watch Desk and emergency management operations by setting up and managing VCCs for realtime incident coordination.
  • Deploy to command posts emergency operations centers and field coordination sites to assist in intelligence sharing and situational awareness.
  • Maintain and operate intelligencesharing systems and tools that support public safety responses during emergencies and planned events.

Technical and Operation Tools Management

  • Integrates and manages virtual command centers and intelligence platforms to support emergency response special events and realtime public safety coordination.
  • Collaborates with local state and federal partners to expand implement and provide training on intelligencesharing and situational awareness tools for multiagency operations.
  • Manages external portals and databases ensuring security compliance user access control and operational effectiveness for intelligence and crisis management systems.
  • Oversees account management system troubleshooting and technical support for public safety tools ensuring continuous functionality and accessibility during incidents.
  • Utilizes intelligence resources and opensource applications to enhance situational awareness data collection and realtime decisionmaking for emergency operations.

Training & Outreach

  • Provide training on Virtual Command Centers intelligence platforms and tools and crisis management information sharing operations to public safety partners.
  • Assist in the development of procedures training materials and policy guides to enhance information sharing capabilities.
  • Support multiagency training exercises and preparedness drills by providing intelligence briefings and operational guidance.
  • Attend trainings on intelligence tools emergency response techniques and evolving public safety technologies.
  • Stay informed on best practices in intelligence analysis crisis coordination and informationsharing.

Day to day support operations

  • Manage and maintain Virtual Command Centers and intelligence platforms for daily operations and incident readiness.
  • Support planning and preparedness efforts including event security planning intelligence briefings and coordination with public safety partners.
  • Conduct intelligence research into trend analysis and threat assessments to enhance situational awareness.
  • Provide technical support for intelligencesharing tools ensuring system functionality security and user access.
  • Assist MCAC Watch & Warning Branch RealTime Crime Centers and regional Watch Desks with intelligence monitoring and situational awareness reporting.
  • Support afteraction reviews and procedural improvements to enhance intelligencesharing and operational readiness.

Continuing Education and Professional Development

  • Attend trainings on intelligence tools emergency response techniques and evolving public safety technologies.
  • Stay informed on best practices in intelligence analysis crisis coordination and informationsharing.

Minimum Qualifications:

Education: Bachelors degree in a related field.

Eight years of professional experience in law enforcement military intelligence or security operations emergency management public safety communications or homeland security may be substituted for the required bachelors degree. Qualifying experience should include work related to intelligence support incident response crisis management or multiagency coordination. Alternatively four years of intelligence analysis experience can be substituted for the degree.

Experience: One year of experience providing intelligence and/or situational awareness support to emergency incidents special events and/or exercises.

Preferred Education and Experience

Experience: Two years of experience providing intelligence and situational awareness support for emergency incidents criminal investigations or planned public safety operations. Prior experience in Fusion Centers Watch Desks Tactical Operations Centers Emergency Operations Centers or similar intelligencedriven environments highly preferred.

    Work Location & Schedule

    Primary Location: MCAC facility in Woodlawn Maryland.

    Work Schedule: MondayFriday.

    Schedule Flexibility: Occasional evening overnight or weekend shifts may be required for major incidents special events or emergency activations. May be required to deploy to field locations within Maryland or the National Capital Region during emergencies. Some remote work opportunities may be available based on operational needs.

    Required Knowledge Skills and Abilities

    Technical & Analytical Skills:

    • Proficiency in Virtual Command Centers GIS mapping intelligencesharing platforms and tools.

    • Strong research and analytical skills including threat assessment and operations plans analysis and intelligence reporting to support law enforcement and emergency operations.

    • Experience working with law enforcement emergency management and public safety databases at the local state and federal levels.

    • Ability to manage and maintain records management systems operational dashboards and situational awareness tools.

    • Knowledge of Incident Command System (ICS) National Incident Management System (NIMS) and emergency response coordination.

    • Proficiency in Microsoft Office Suite (Word Excel PowerPoint Access) for data analysis and reporting.

    Operational & Crisis Management Skills:

    • Ability to work in highpressure environments including multiagency command posts emergency operations centers and coordination centers.

    • Experience supporting incident response special events and largescale emergency activations through intelligence integration.

    • Strong problemsolving skills adaptability and ability to make informed decisions in fastpaced highstakes situations.

    • Experience in liaison coordination ensuring smooth communication and collaboration among public safety partners.

    • Ability to deploy to field locations on short notice to provide intelligence and situational awareness support.

    Communication & Interpersonal Skills:

    • Strong verbal and written communication skills for intelligence briefings operational updates and coordination with public safety agencies.

    • Ability to develop and maintain liaison relationships with law enforcement emergency responders and intelligence professionals at all levels.

    • Strong interpersonal skills to work effectively in team environments stakeholder meetings and multiagency operations.

    • Ability to train and mentor public safety personnel on intelligence tools situational awareness systems and operational best practices.

    Professionalism & Continuous Learning:

    • Commitment to continuous professional development including attending trainings on emerging technologies and intelligence methodologies.

    • Demonstrated ability to adapt to evolving threats and intelligence requirements in public safety and homeland security environments.

    • Strong work ethic attention to detail and ability to manage multiple priorities in a hightempo environment.
