This position may be eligible for hybrid remote work in accordance with state policy and the agencys remote work program but does require weekly onsite work.

Are you a strategic financial leader with a passion for public service We are seeking a seasoned Controllerto join our Finance team. In this pivotal role you will advise the Deputy Chief Financial Officer (DCFO) on fiscal matters shape financial policies and oversee key financial operations. Your expertise will drive the agencys financial integrity and efficiency ensuring compliance with governmental standards and optimizing financial processes.

About the Role

As the Controller you will be instrumental in guiding the agencys financial direction. Youll manage the General Accounting function Accounts Payable Cash Management and Financial Reporting. Your responsibilities will include preparing the Annual Comprehensive Financial Report (ACFR) ensuring compliance with the Governmental Accounting Standards Board (GASB) codes and maintaining robust internal controls. This role demands a proactive leader capable of analyzing current procedures and implementing strategic improvements to enhance program efficiency.

Key Responsibilities

  • Advise the DCFO on fiscal matters and participate in formulating fiscal policy

  • Communicate fiscal policies and trends to executive management and division directors

  • Manages all tax compliance and financial reporting

  • Help set goals objectives policies and priorities for the central Finance division

  • Manage daily general accounting activities and internal controls for the Accounts Payables Team ensuring audit of all expenditures

  • Collaborate with the Financial Reporting Manager to meet the annual Enhancing Accountability in Government through Leadership & Education (EAGLE) program requirements

  • Supervise the weekly cash forecasting sent to the NC State Controllers Office

  • Oversee the Agencys PCard activities ensuring compliance with policies and procedures

  • Manage daily cash activities and internal controls for the Cash Management Team ensuring all revenue is accounted for via deposits interagency transfers federal fund receipts in the North Carolina Financial System (NCFS) and Core Banking to ensure compliance with the States Cash Management Policy

About the Division

The IT Finance Division provides comprehensive financial services to NCDIT and related advisory services to the States IT community. Critical responsibilities include but are not limited to financial risk management internal and external financial reporting accounting departmental procurement budget development and execution partnership with internal and external constituents and support/planning for publicsector IT in North Carolina. IT Finance includes three sections: IT Finance Administration IT Financial Planning and Analysis and IT Accounting and Division Support. The Division is led by the Chief Financial Officer. The Controller will directly report to the Deputy Chief Financial Officer. This position includes 3 direct and 10 indirect reports.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an equivalent combination of education and experience. Bachelors degree in accounting and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports; of which at least two is supervisory
OR
A degree in business administration finance or public administration or a related discipline from an appropriately accredited institution with18 semester hours of accounting coursework; and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports; of which at least two is supervisory; or equivalent combination of education and experience.

Some positions may require certification as a Public Accountant.
