This position may be eligible for hybrid remote work in accordance with state policy and the agencys remote work program but does require weekly onsite work.

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.


The Health Care Technical Analyst serves as an expert in health care technology and clinical systems in the development of enterprise health care business intelligence applications including developing health care use cases for the delivery of health care analytic development and associated implementation/operational resources. This role will be a contributing technology expert in understanding the HIE Networks technical infrastructure in order to make recommendations working with theNC Health Information Exchange Authority (NC HIEA) team and external stakeholders. This position will support various analytic projects and outbound services.

Duties include but are not limited to:
  • Serve as the subject matter expert for infrastructure and architecture supporting and monitoring NC HIEA systems including SAS InterSystems and NC Department of Information Technology (NCDIT) environments
  • Provide recommendations on system upgrades maintenance and architecture improvements to ensure performance and reliability
  • Develop and maintain system monitoring processes and operational reporting to support realtime and strategic decisionmaking
  • Lead exploratory data analysis (EDA) for new healthcare use cases using SQL SAS and InterSystems HealthShare supporting data validation transformation and reporting needs
  • Coordinate application interfaces and scheduling for secure health information exchange with public health partners
  • Conduct requirements gathering user acceptance testing (UAT) and stakeholder engagement to support solution design and enhancements
  • Create and maintain technical documentation including data flow diagrams data mappings and system specifications
  • Support analytics and reporting for Medicaid public health and adhoc data requests delivering actionable insights to leadership and partners
  • Serve as a liaison across technical and clinical teams escalating issues organizing stakeholder meetings and ensuring secondary analyst readiness

About the Division

The NC Health Information Exchange Authority (NCHIEA) is a business unit within the NC Department of Information Technologys (NCDIT) Data Division and overseesand administers the NC Health Information Exchange Network now called NC HealthConnex allowing for a secure electronic exchange of healthrelated information between health care professionals that provide the ability to access and securely share vital medical information. The NCHIEAis directed to develop health care partnerships as part of a statewide data integration and datasharing initiative. By law the unit is responsible for connecting certain health care organizations in NC who receive state funds for the provision of health care services to NC HealthConnex as well as establishing a clinical data warehouse to support business intelligence efforts at an enterpriselevel that will generate improved health care treatment and improved service delivery by Medicaid Managed Care State agencies health departments and health care organizations.

Minimum Education and Experience Requirements

Bachelors degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development;
or
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development;
or
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience
