Job Summary
The Regional Lead (Central Canada) is responsible for driving the successful implementation management and continuous improvement of programs and operations in Manitoba.* This leadership role ensures that programmatic goals are met with excellence operational systems are efficient and aligned with organizational standards and regional teams are supported resourced and accountable. The role is both strategic and handson bridging the gap between highlevel planning and daytoday execution.
This role will provide leadership to the camp operations and InCommunity program in their region. For camp operations this includes oversight to program food service property housekeeping wellness administration risk management and emergency response. For InCommunity this will include leadership and supervision of a program team in the defined delivery region. The role is responsible for stakeholder engagement and stewardship within their defined region.
This role will work collaboratively with the operations and standards impact campers and families and communications teams to ensure safe and impactful program experiences for all participants as well as meaningful opportunities for stakeholder engagement. This role will act as a Foundations regional representative and build relationships with Tim Hortons restaurant owners local community partners and First Nations Indigenous Inuit and Metis communities.
Assuming the role begins in January 2026 the first six months of the position will be primarily focused on reopening Tim Horton Camp Whiteshell (THCW). Once THCW is in operation the role is expected to shift to focus on ongoing program delivery and regional operations for both atcamp and incommunity program delivery.
*Following the summer 2026 season it is expected that this role may include leadership of programming and operations Saskatchewan and Northwestern Ontario. Assignment of additional regions and/or areas will depend on the speed and size of growth for atcamp and incommunity program delivery.

Work Location
This role will be based from our Tim Horton Camp Whiteshell location in Seven Sisters Falls Manitoba. Periodic travel to the Tim Hortons Foundation Camps Home Office located in St. George Ontario and schools throughout central Canada will be required.

KEY RESPONSIBILITIES
Regional Operational Oversight
- Provide oversight to all camp operations functions including property and housekeeping program food service camp management/administration and wellness.
- Ensure adherence to internal THFC policies and external regulations/standards including safety licensing and financial protocols for atcamp and incommunity program operations.
- Ensure operationalization adherence and continuous improvement of THFC standards policies risk management practices emergency procedures & preparedness and local operating procedures.
- Ensure health safety risk management and emergency preparedness of camp location and incommunity program delivery centers. Act as the lead and follow the established escalation chart in the event of an emergency.
- Ensure training and competency of all departments with respect to risk management health and safety and emergency procedures.
- Ensure department leads develop and implement training and onboarding programs as per THFC standards.
- Annually update site and regionspecific Emergency Response Plans.
- Develop and maintain operational systems that support scalability efficiency and accountability for both atcamp and incommunity program operations.
- Manage regional budgets and provide input into forecasting and strategic planning.
- Lead continuous improvement initiatives at the camp location including project management on capital and growth projects.
- Ensure the Foundations standards policies and procedures are being followed through regular monitoring selfaudits and tours.
- Ensure communication registration and all applicable paperwork is collected complete and stored following established protocols for atcamp and incommunity program offerings.
- Ensure regional and sitespecific annual reach targets are met.
ReOpening Tim Horton Camp Whiteshell (January August 2026)
- Lead the planning and execution of reopening a facility following an extended closure including coordinating assessments repairs staff readiness compliance requirements and communication with stakeholders.
- Oversee and execute the reopening of THCW through site assessments managing timelines for repairs and upgrades ensuring health and safety compliance coordinating with vendors and contractors securing necessary permits or inspections reestablishing operational systems and preparing and recruiting staff.
- Work collaboratively with centralized support departments to ensure successful reopening of the location.
- Establish reopening and transition plans.
- Act as the central point of accountability to ensure the facility reopens on time on budget and in alignment with organizational standards and community needs.
- Support communication with key stakeholders to ensure information is shared as per THFC communications plan.
Program Delivery Oversight
- Oversee the planning execution and evaluation of atcamp and incommunity programs in Central Canada. Ensure alignment with organizational goals and standards.
- Monitor program performance and outcomes using data to guide decisionmaking and continuous improvement for both at camp and in community delivery models.
- Provide direct support and coaching to program staff to maintain program quality and fidelity in both camp and incommunity program delivery models.
- Work collaboratively with Impact team to identify and scale best practices across region (camp and community) to strengthen regional impact.
Team Leadership & Development
- Lead hiring onboarding and professional development of regional and campbased staff in partnership with HR.
- Recruit coach and manage ongoing performance of program food service property administration and wellness teams.
- Manage achievement and development through coaching feedback and full use of the Foundations Learning and Achievement System.
- Supervise and support department leads and team members across the region.
- Ensure department leads develop and implement training and onboarding programs as per THFC standards.
- Promote a culture of collaboration innovation equity and high performance.
- Foster strong internal communication and collaboration across teams and departments.
Stakeholder Engagement
- Steward maintain and rebuild relationships with localtocamp and regional Indigenous Inuit Metis and First Nations groups and leaders.
- Activate Restaurant Owner engagement initiatives within region for both camp and incommunity programming.
- Support the implementation of partnership initiatives as required.
- Support the coordination of onsite events.
- Build and maintain strong relationships with community partners Restaurant Owners schools educators and other key stakeholders.
- Represent Tims Camps at local events meetings and public forums.
- Collaborate crossfunctionally with centralized support teams to align regional and organizational strategies.
QUALIFICATIONS
- University degree and/or college background in education nonprofit management outdoor recreation or related field
- 5 years of related experience in program management operations regional leadership preferably in nonprofit education or youth development settings
- Proven track record of managing crossfunctional teams driving operational excellence and programmatic outcomes
- Strong organizational and project management skills with the ability to manage multiple priorities.
- Ability to manage regional and sitespecific budgets.
- Excellent interpersonal and communication skills.
- Demonstrated ability to manage large teams.
- Demonstrated experience with risk management and crisis response.
- Ability to spend extended periods of time at camp and to work an 8/3 schedule during the summer
- Clear criminal record check and vulnerable sector search (VSS)
- Ability to travel regionally for program support and stakeholder events
- Valid drivers license and acceptable drivers abstract
- Must have or be able to obtain upon hire the required level of thirdparty liability insurance coverage for the role.
- Valid passport and ability to travel as required for role
- Bilingual (French and English) preferred but not required
