The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Facilities Project Manager. Working Title: Office of Facilities Management (OFM) Real Estate Manager. The OFM Real Estate Manager is responsible for the administration operation maintenance and financial oversight of real property to achieve goals established by the Division for the OFM. The OFM Real Estate Manager provides multifaceted reports complies with changing governmental regulations understands and executes complex lease provisions and terms and operates properties in ways that are environmentally sustainable and cost efficient. This position works with internal entities and other state agencies to address issues of mutual concern in areas including office space planning resource sharing and formal intergovernmental agreements including Interagency Service Agreement (ISAs) Memorandum of Understanding (MOUs) and subleases. This position requires the use of technology to increase operating efficiencies maximize revenue streams and monitor property performance. The OFM Real Estate Manager functions within a constantly changing environment characterized by shifting demographics business process changes and budgetary pressures.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meetings of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
Consults with divisional Single Points of Contact (SPOCs) Program Managers (PM) Executive Leadership.
Reviews and reconciles requests for space and position movement based on approved annual program space plans and department initiatives.
Provides oversight of project plans schedules monitors and reports on staff project plans and coordinates activities with divisional representatives support offices lessors and other stakeholders.
Directs mentors trains and monitors the work of real estate staff across a broad variety of functional areas.
Delegates authority to subordinates in coordinating work and fostering positive morale.
Perform reviews and periodic facility inspections to ensure occupied facilities are maintained in a sustainable and safe manner.
Schedules and conducts meetings with subordinates and agency personnel to determine space requirements facility needs design requests and coordination of relocation activities.
Confers with colleagues of other agencies to plan and execute joint actions or activities to achieve work system objectives.
Lead process improvement and problemsolving activities for the Real Estate Unit.
Knowledge of:
Organizational structure including program functions.
Methods and techniques to motivate mentor coach and counsel staff.
Techniques to develop goals and objectives with staff and organize assignments to effectively support goal achievement.
Leadership techniques to foster a productive goaloriented organization.
Contract negotiation techniques strategies and tactics.
Real estate and property management principles; space planning design and utilization.
State budget process and state procurement codes; federal state county and local laws codes and regulations pertaining to real property acquisition and disposition.
Skills in:
Analysis and problemsolving; comprehensive analysis and interpretation of complex lease contract negotiations.
Written and oral communication and presentation of complex concepts.
Planning and implementing training activities for new and tenured staff.
Proficiency with software including spreadsheets word processing and databases.
Ability to:
Plan and evaluate continuous improvement processes.
Oversee comprehensive administrative services and detect trends and potential problem areas.
Present ideas effectively both orally and in writing.
Establish and maintain productive working relationships within and outside the organization.
Organize manage and prioritize multiple and complex projects; define goals establish strategies and develop action plans to effectively coordinate activities.
Understand and interpret statutory rules issue identification and resolution and disseminate and interpret operational policies and procedures.
The ideal candidate for this position will have:
Four years of experience (including two years of supervisory experience) in commercial property management; acquisition; space utilization and planning; evaluating and administering lease and service contracts; and experience in coordinating and managing projects
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R210207.11).
Successfully pass background and reference check; employment is contingent upon completion of the abovementioned process and the Agencys ability to reasonably accommodate any restrictions.
