POSITION SUMMARY: Under the direction of the Executive Director of Finance and Budget the Director of Purchasing and Contract Management provides strategic leadership and operational oversight for the districts procurement and contract management functions. This role is responsible for ensuring that all purchasing activities and contract agreements align with district policies equity goals state and federal laws and sound fiscal stewardship. The Director leads a highperforming team maintains strong internal controls and collaborates closely with school and district leaders to support efficient and compliant operations.
ESSENTIAL FUNCTIONS:
  • Leads supervises and evaluates purchasing department staff; oversees hiring training and performance management.
  • Develops and implements strategic plans for purchasing and contract systems including policy development process improvement and equitycentered procurement practices.
  • Reviews and approves purchase orders for procurement compliance ensuring adherence to competitive bid requirements and internal control standards.
  • Supports districtwide budget owners in the procurement process maintaining a clear separation of duties between budget authority and purchasing compliance.
  • Conducts formal bids; prepares specifications terms and award criteria in compliance with state and federal laws.
  • Manages and oversees the procurement lifecycle including purchase orders pcards quotes and vendor relationships.
  • Coordinates with Finance on pcard reconciliation and policy compliance; manages limits procedures and user oversight.
  • Supports the Finance Department in tagging and tracking fixed assets upon purchase; ensures asset data is captured and provided for financial inventory management.
  • Identifies and supports compliance with GASB 87 (Leases) and GASB 96 (SubscriptionBased IT Arrangements) by flagging qualifying contracts and providing key agreement terms to Finance for accurate financial reporting and audit compliance.
  • Oversees the preparation review and approval of all district contracts MOUs and agreements; ensures legal compliance minimizes risk and aligns with district goals.
  • Serves as the primary reviewer for software contracts to ensure data privacy financial compliance and legal sufficiency.
  • Maintains a searchable digital database of contracts and interlocal agreements; ensures postings meet public disclosure and compliance requirements.
  • Creates school board documentation related to contracts and surplus property as required by law.
  • Provides training and guidance to staff on purchasing procedures contract management travel policies and procurement systems.
  • Collaborates with the Controller on applicable financial statement preparation and audit response.
  • Participates in professional organizations state committees and crossdistrict purchasing networks to ensure best practices.
QUALIFICATIONS:EDUCATION: Bachelors degree in Accounting Business or Public Administration.
EXPERIENCE:Minimum five (5) years of progressively responsible experience in public sector procurement or contract management including a minimum of one (1) year in a supervisory capacity. Qualifying experience may substitute for the educational requirement. Further the individual will possess:
  • Extensive knowledge of Washington State procurement laws federal Uniform Guidance (2 CFR 200) and public agency contracting standards.
  • Strong leadership and supervisory skills with demonstrated ability to lead change and build collaborative teams.
  • Excellent written and verbal communication skills.
  • High proficiency in procurement systems ERP platforms contract lifecycle software and digital workflows.
  • Ability to analyze legal documents interpret regulations and assess risk.
  • Strong project management and organizational skills.
  • Commitment to equity transparency and community accountability in procurement practices.
CERTIFICATES AND LICENSES:Valid WA State drivers license and appropriate insurance required. Must maintain as current any certification or license listed herein and held at hire date. Preferred: CPPO (Certified Public Procurement Officer) CPPB (Certified Professional Public Buyer) or equivalent.
CONTINUING EDUCATION/TRAINING:That which is required to be effective in the position and to maintain certification.
