Job Duties

The Legal Services Analyst position reports to the Assistant Commissioner for Legal Affairs and is responsible for conducting legal research reviewing contracts and providing guidance in the following areas: bankruptcy; contractual agreements; driver vehicle and commercial motor vehicle licensing registration titling and credentialing; DUI laws; employment law; fuels property and sales and use taxes; legal presence requirements and documentation; legislative analysis; motor vehicle motorcycle RV and trailer dealer franchise dealer and manufacturer matters; privacy and the protection of personal and privileged information; procurement; the Americans with Disabilities Act; Titles II III and VI of the Civil Rights Act of 1964; the Conflicts of Interest Act; the Freedom of Information Act (FOIA); the Virginia Administrative Process Act; tort claims; and wills and trusts. The position serves as an agency point of contact with the Office of the Attorney General to resolve legal issues and questions of law related to the agencys programs and processes. The position also provides guidance to agency administrators in the development of agreements and compacts with other states and external organizations; provides technical support and guidance in the development of policy legislative and regulatory proposals for the agency; and reviews and interprets statutes and regulations applicable to DMV operations and programs to ensure agency policies are uniform and internal guidelines and agency operations are in compliance with federal and state law. Contacts include executive level decisionmakers in the agency the General Assembly and members of the
Governors Office.

DMV headquartered in Richmond Virginia serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition DMV serves a wide array of businesses including dealers fuels tax customers rental companies driving schools other state agencies local governments and nonprofit organizations.

Minimum Qualifications

Ability to interpret and apply state statutes state and federal regulations court rules and
case law.
Working knowledge of the Virginia and federal legal systems legal and policy research Tort Claims Act and risk management issues.
Exceptional verbal and written communication skills for the clear development of policy
legislative and regulatory proposals and legislative reports.
Ability to evaluate situations logically and make informed recommendations and assist in
guiding managers and supporting agency initiatives and objectives.
Proficiency in identifying and communicating issues at the national level impacting the
operations of the agency.
Ability to build and maintain effective working relationships with agency employees
businesses organizations and government officials.
Strong verbal and written communication skills for interacting with stakeholders including agency employees government officials and the public.
Ability to manage multiple assignments organize work and coordinate activities across a
diverse group of people and special interests and to collect compile and accurately analyze data and other complex information to make informed decisions.
Proficient skill in the use of MS Office Suite (Word Excel PowerPoint) and other systems
related to the Legal Services Analyst role.
Experience conducting legal research drafting legal memoranda and policy reports
interpreting statutes and regulations and providing legal analysis.

Additional Considerations

Ability to draft edit and negotiate contracts analyze agency procurement acceptance and negotiate contract terms.
Knowledge of legislative and regulatory processes at the federal and state level and
operations and processes of legislative committees.
Knowledge of the Code of Virginia and motor vehicle and transportation safety related state and federal law.
