Duties and Responsibilities

1. ** Serves as the Human Resources (HR) Specialist responsible for assigned departments and programs and serves as the deputy to the Senior Lead Human Resources Specialist for the John A. Burns School of Medicine (JABSOM).

2. ** Independently performs complex assignments in all areas of HR management including but not limited to recruitment and selection classification and compensation employee benefits and leaves talent management training and development and labor relations.

3. ** Advises provides consultative services interprets and serves as a HR resource for the JABSOM executives department chairs and administrative staff for the Federal and State Board of Regent (BOR) policies and administrative procedures.

4. Advises employees on employee benefit programs in the context of and in compliance with applicable policies procedures collective bargaining agreements and/or practice.

5. Serves as the initial contact and liaison for intake and assessment of labor and employee concerns complaints and grievances.

6. Participates in resolving conflicts through informal resolution mediation and/or other methods by coordinating and working with employee supervisors Department Chairs or Associate Deans.

7. Conducts initial interviews and gathers information for employee relations matters; informs appropriate offices such as the Office of Equity Assurance Deputy Title IX Coordinator or Title IX Office ViceProvost for Academic Excellence for assessment to determine if an investigation is required.

8. Assists with record keeping related to hiring termination leave transfer and promotion.

9. Conducts and completes surveys interviews and other research related to human resource policies compensation and other labor negotiations; collects information and reports results to Management Executives and JABSOM Accreditation Entities.

10. ** Participates in developing updating and staying abreast on personnel procedures and conducts training for staff in various areas of personnel including but not limited to PeopleSoft database recruitment process classification personnel actions leaves and fringe benefits.

11. ** Prepares reviews and/or audits all personnel transactions to ensure proper compliance with JABSOM University State and/or Federal policies and procedures.

12. Updates content for the JABSOM HR website as needed.

13. Other duties as assigned.

Minimum Qualifications

1. Possession of a baccalaureate degree in business administration human resources management or related field and four (4) years of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

2. Considerable working knowledge of principles practices and techniques in the area of human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.

3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with business administration human resources administration or related field.

4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.

5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.

7. Demonstrated ability to operate a personal computer and apply word processing software.

8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

9. Demonstrated ability to produce work that is detail oriented accurate neat and organized; and must be able to follow up on assigned tasks through satisfactory completion.

10. Demonstrated ability to prioritize and organize workload to meet scheduled deadlines.

11. Demonstrated ability to understand oral and written documentation write reports and procedures and communicate effectively in a variety of situations.

12. Demonstrated ability to exercise tact diplomacy good judgment in relations with others.

13. Demonstrated ability to embrace apply and use technology to maximize effectiveness and efficiency.

Desirable Qualifications

1. Demonstrated ability to address and resolve human resources issues of a sensitive and complex nature.

2. Knowledge of UH personnel and administrative policies and procedures.

3. Ability to work with UH personnel/fiscal systems and database.
