Job Description

The Position

The Water Distribution Supervisors are involved in the maintenance repair and operation activities of domestic and reclaimed water distribution systems. Responsibilities of this class include organizing and supervising the work of several crews or acting in a staff capacity to assist management in planning developing and/or implementing training programs new or revised maintenance procedures and/or computerbased maintenance programs.

Examples of Knowledge and Abilities

Knowledge of

  • The operations methods materials tools equipment and safety practices used in the maintenance and operation of water distribution systems
  • Supervisory techniques including training
  • Planning and scheduling practices in order to efficiently coordinate the use of personnel equipment and material
  • Computerized maintenance tracking systems
Ability to
  • Supervise evaluate and train others
  • Interpret computer maintenance program printouts and determine proper course of action
  • Read and interpret blueprints specifications technical instructions and maps
  • Interpret technical information as supplied by equipment manufacturers and engineering staff and consultants
  • Handle public contacts with tact and judgment
  • Keep records and prepare reports
  • Use computer equipment and related peripheral equipment to enter and extract information
  • Read write and speak English at a level necessary for satisfactory job performance

Employment Qualifications

Minimum Qualifications

Either: Two years of fulltime lead worker experience in the maintenance construction repair and operation of water distribution systems in the class of Senior Water Distribution Operator or Underground Construction and Maintenance Specialist in Sacramento County service.

Or:Three years of fulltime lead worker experience in the maintenance construction repair and operation of water distribution systems.

Note: If the word experience is referenced in the minimum qualifications it means fulltime paid experience unless the minimum qualification states that volunteer experience is acceptable. Parttime paid experience may be accumulated and prorated to meet the total experience requirements.


General Qualifications

Licenses: A valid California Drivers License Class C or higher is required prior to appointment to this class. Some incumbents appointed to this class may be required to have a valid California Drivers License Class A and/or special endorsements including but not limited to the Tank Vehicle Endorsement.

Note: Failure to maintain the appropriate California Drivers License and/or endorsement(s) constitutes cause for personnel action in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a casebycase basis.

Certifications: Water Distribution Operator Grade 3 (D3) certificate: All incumbents must possess and maintain a valid Water Distribution Operator Grade 3 (D3) certificate issued by the State of California Department of Health Services (DHS) at time of appointment.

Note: Failure to maintain the certificate may constitute a cause for termination from this class in accordance with Civil Service Rules or applicable bargaining unit agreement. The appropriate amount of continuing education hours must be completed as required by the State of California to maintain the required certification.

Criminal History Check: The County may access criminal history information on all candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82602 Personnel Policies and Procedure and applicable Federal and State law. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

Physical Requirements:
  • While most work will be sedentary at a desk or driving a vehicle between work sites incumbents will occasionally be required to:
  • Safely climb and work on ladders with a maximum weight capacity of 300 pounds
  • Wear a respirator
  • Lift and carry heavy equipment and tools weighing up to 50 pounds
  • Load and unload equipment materials and pipes weighing up to 50 pounds
  • Climb a ladder with a maximum weight capacity of 300 pounds
  • Occasionally bend stoop squat kneel crouch and reach above the shoulder
  • Incumbents must also have:
  • Corrected vision in order to review plans and specifications and perform other essential functions of the job
  • Manual dexterity and eyehand coordination to use a variety of office equipment such as computers telephones calculators and copiers
  • Normal speech and corrected hearing in order to communicate with the public and employees

Working Conditions:
  • While most work will be in an office setting or in a vehicle incumbents will occasionally be exposed to the following:
  • Working where the temperature may exceed 100 degrees F or below freezing
  • Entering exiting and working in enclosed and confined spaces such as 24 and 36inch maintenance access holes
  • Working in trenches up to 23 feet or more in depth
  • Working on uneven terrain
  • Working outside in all types of weather conditions
  • Working in hip boots during muddy conditions
Shift Weekend and Holiday Work: Water distribution functions are a 24 hours a day 365 days a year operation. All employees in this class will be subject to working in excess of 40 hours a week and/or work irregular hours particularly during emergency situations.

Probationary Period

The probationary period for this classification is six(6)months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cutoff date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
