PRIMARY PURPOSE:Responsible for managing all aspects of the IISD construction program relative to longrange facilities planning new construction and renovation eorts pursuant to facilities upgrades and bond program planning. Oversee construction activities but not limited to budgeting planning safety and design.
QUALIFICATIONS:
Minimum Education/Certification:
- Bachelors Degree (Architecture Engineering or Construction Science Construction Management or a degree in an approved related field).
- Comprehensive computer skills using construction design software such as AutoCADand BIMrequired.
- Other alternatives to these qualifications as the administrative leadership may find necessary or appropriate
- Bilingual (Spanish) preferred
Special Knowledge/Skills:
- Abilitytoreadandcomprehendcomplexarchitecturalplansandconstructiondrawings.
- Abilitytocoordinateandoverseedistrictpurchasingandprocurementmethodsrelatedtoall facilitiesrelated projects.
- Possesstheability toorganize plan andimplementprogramswithaminimumamountof guidance and oversight from others.
- Demonstrated ability to develop and manage a construction budgetfor an organization business orgovernmentalagencyequivalentincomplexityandmagnitudetothetypicalIrving ISD construction bond program.
- Extensive technical or specialized expertise in analyzing designing and implementing programsforprovidingsolutionstocomplexmechanicalstructuraloradministrativeproblems.
- Evidenceofsuccessfulachievementofmissionorientedtasksinvolvingtheuseofmultidisciplined management techniques.
- Demonstratedabilitytointerpretandapplyrulesregulationsandcodes.
- Demonstratebehavior thatiscourteous ethical and responsible andserveasarolemodelfor all District employees.
- PossessavalidTexasClassCdrivers licenseandproveinsurabilitywiththeDistrictsinsurance carrier.
Minimum Experience:
Five years of experience in construction project management capital improvement planning construction contract management and procurement of construction services within a K12 educational setting.
MAJOR RESPONSIBILITIES AND JOB DUTIES:
- DevelopandmaintainacomprehensivelongrangeMasterPlanforDistrictFacilities.
- Develop and maintain a comprehensive longrange Replacement Schedule to support the Districts planning and construction management program for the support of District instructionalgoals towards the accomplishment of its mission and vision.
- Continually update and maintain the Districts Facilities Facts records.
- Annually update and maintain the Districts facilities Construction Specications.
- DevelopandannuallyupdateandmaintaintheDistrictsFacilitiesFurnitureSpecicationsand Guidelines.
- components mechanical equipment and nish materials.
- AnnuallyupdateandmaintaintheDistrictsBuildingCapacityrecords.
- Developandmaintainfacilitiesprocurementtemplates.
- Develop and maintain construction contract templates.
- Employ eective interpersonal skills to develop and implement an ecient and costeective construction program.
- Make presentations to community stakeholders and District staasdeemedappropriate.
- Develop and maintain written departmental procedures for the construction department.
- Interface with the Facilities Services departments to attain quality construction methods and procedures.
- Employcomprehensiveunderstandingandknowledgeofmunicipal stateandfederal buildingcodesrelatedtoconstruction safety andADA accessibility issues.
- Develop and coordinate punch lists for construction projects with contractors architects and District sta.
- Coordinateallwarrantyworktobecompletedbythecontractorormaintenancedepartment.
- Create and maintain successful working relationships with District personnel and project managers/stafor architectural rms and construction companies.
- Work with and assist the business oce personnel with the processing of accounts payable.
- Overseedailyoperationsoftheconstructionprogramincludingphotographinginfrastructure and preparing reports to brief Districtpersonnel of progress of each projectphase.
- WorkwiththeFacilitiesServicesdepartmentstoensurecoordinationandcooperation between departments and general contractors with respect to substantial completion andoccupation/reoccupation dates.
- Compilemaintainandleallreportsrecordsandotherdocumentsrelatedtoprogram.
- MaintainorganizationandintegrityoftheDistrictsplanroomandelectronicdrawingles.
- Adhere to the Professional Code of Ethics and district policies.
- Practicea high standard of safety in the performanceofallduties.

PhysicalDemands:Ability to lift and carry 40 or more pounds without assistance; occasional moderate lifting and carrying; occasional reaching above shoulder level; continuous use of ngers; frequent walking and standing; and frequent operation of a motor vehicle; ability to distinguish basic colors.
MentalDemands: Ability to maintain emotional control under stress; occasional prolonged and irregular hours; and frequent districtwide travel.
EnvironmentalDemands: Ability to work outdoors and indoors; occasional need to work above and below ground; exposure to heat cold and humidity; exposure to asbestoscontaining materials grease and oils solvents and electrical energy; and exposure to machinery with moving parts.
Safety:Contribute to the prevention of accidents and injuries by observing safety rules and District policy practicing the principles and skills taught in safety training wearing personal protective equipment as required reporting injuries and incidents immediately to the supervisor and being proactive in the ongoing eorts to improve and maintain workplace safety.
Tools/Equipment Used: District vehicle computers/peripherals specialized tools and other equipment customary to architectural and construction management.
