Job Description

Introduction

This is a reinstatement transfer or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County.

Reinstatement:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission a regularly appointed employee who resigned in good standing may within three years after the effective date of his/her resignation be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition you must meet the minimum and special qualifications of the specific position.

Transfer:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition you must meet the minimum and special qualifications of the specific position.

Voluntary Demotion:
You must be a current County classified employee in a job code which is at a higher salary maximum than the vacancy for which you are applying. In addition you must meet the minimum and special qualifications of the specific position.

ABOUT THE ALAMEDA COUNTY SHERIFFS OFFICE
The Alameda County Sheriffs Office is a fullservice law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) for its law enforcement services its Regional Training Center and its Dispatch Unit; the American Society of Crime Laboratory Directors Laboratory Accreditation Board for its Crime Lab; the Bomb Squad Commanders Advisory Board for its Explosive Ordinance Unit. Additionally the agencys health care provider Wellpath has experience working with the National Commission on Correctional Health Care (NCCHC).

The Sheriffs Office has a current budget of approximately $600 million and has over 1600 authorized positions including in excess of 1000 sworn personnel. The agencys Chief Executive Officer is Sheriff / Coroner Yesenia L. Sanchez who is assisted in the operation of the agency by Undersheriff April LuckettFahimi Assistant Sheriffs Daniel McNaughton and Pace Stokes.

The Sheriff of Alameda County is responsible for a vast array of tasks and duties including the following:



The Supervising Clerk specification describes three levels of supervisory clerical classes and identifies the range of responsibility and the type of assignment which distinguishes each level within the series.

The basic function of positions in the Supervising Clerk series is to plan assign evaluate and supervise the work and operations of a clerical staff consisting of at least two or more full time subordinate employees; to provide training and instruction and make decisions on difficult or sensitive clerical problems; and to accomplish all related procedural and clerical duties and responsibilities in their assigned areas through subordinate employees; and to do related duties as required.

DISTINGUISHING FEATURES

Positions allocated to the three levels in this class series exhibit the following sets of characteristics:

Positions allocated to the Supervising Clerk II level exhibit the following minimum standard:

Having responsibility for directing the work of and using independent judgment in the supervision and evaluation of at least ten or more full time subordinate employees.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of fulltime experience in the class of Supervising Clerk I or an equivalent or higher level clerical supervisory class in the Alameda County classified service (Nonclassified includes District Attorneys Office Hospital Authority and the Consolidated Courts) or two years as a Lead Clerk in the Alameda County classified service.

Completion of the Alameda County Management Academy Management & Supervision Certificate Program may substitute for six (6) months of the required qualifying experience.

Or II

The equivalent of two years of fulltime clerical experience in a supervisory capacity in a position equivalent to the Countys class of Supervising Clerk I.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.

Alternate Range Criteria

l. Supervisors of clerical units the majority of whose subordinates are in a class having a salary range equal to or below that of the class of Clerk II do not receive the alternate range.

2. Supervisors of clerical units the majority of whose subordinates are in classes having a salary range above that of the class of Clerk II are eligible for assignment to the higher applicable salary step and shall be entitled to additional compensation.

NOTE: In positions where such persons meet the alternate range criteria as defined in the class specification (#2) additional compensation may be provided for pursuant to provisions of the Alameda County Salary Ordinance.
