Job Description

Marion County requires onsite work. Remote work is not available.

We are seeking a dynamic and compassionate Youth and Family Crisis Services QMHP who is eager to help children and their families experiencing a mental health crisis for this fulltime position. If you are clientfocused and passionate about providing personcentered care we would love to meet you! This position offers a variety of work environments as our services are provided in schools clinic throughout the community and in hospital locations. Together youll work with other teams to provide initial assessment and shortterm stabilization until longterm services can be established.

We offer the following recruitment bonus prorated based on FTE:

  • $2000 bonus for employees new to Marion County starting on January 1 2024 through June 30 2025. Bonus will be included in employees first paycheck.

For those relocating from outside of Oregon we provide the following relocation package:

  • Up to $3000 reimbursement of moving expenses
  • Relocation bonus in the amount of $3000 (prorated based on FTE) as a onetime payment upon proof of Oregon residency.

Wages:
Mental Health Therapist 1: $28.67 $38.42 hr
Mental Health Therapist 2: $34.78 $46.60 hr

GENERAL STATEMENT OF DUTIES
Mental Health Therapist 2: Provide assessments and treatment of individuals and families including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention and treatment services including intensive services to individuals and their families with complex needs and diagnoses and/or to develop and implement specific services in the community.

Mental Health Therapist 1: Plans and carries out recreational social and skills training activities; performs case management and counseling functions with Adults in Custody (AIC); facilitates counseling and/or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling without responsibility for developing and implementing specific programs in the community.

SUPERVISION RECEIVED
Mental Health Therapist 2 and 1: Works under the supervision of a supervisor who assigns work establishes goals and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED
Mental Health Therapist 2 and 1: Supervision of others is not a responsibility of positions in this classification. Crisis Clinician 2 may act as Clinical Supervisor designee when needed. May assist in the supervision of practicum students and/or volunteers.

Typical Duties Duties include but are not limited to the following

Counseling to Crisis Clients
Provide counseling by telephone or inperson to individuals and/or their families or concerned others. Intervene with both children and adults presenting problems covering the full range of personal needs and including thoughts/plans of violence toward others and major psychiatric illness. Because of the wide spectrum of presenting problems it is necessary to have a comprehensive knowledge of psychopathology and to be able to draw upon a wide range of therapeutic strategies in counseling. This work is done primarily in schools around Marion County and Salem Hospital Emergency Dept. in the community and at BHCC so driving is required.

Assessment of Mental Status
Perform independent assessment of mental status diagnosis level of functioning dangerousness and specific needs for service. Screen individual for psychiatric hospitalization.

Planning Development
Develop plan with client/family to address immediate needs and plans to obtain services. If a client is unwilling to seek services make decisions regarding involuntary commitment based on dangerousness and ability to care for self. This includes attending the daily huddle with your team to determine level of follow up response and inform the crisis stabilization plan.

Community Coordination
Maintain current knowledge of and contact with community agencies in order to make referrals appropriately. See that clients gain access to the services they need and do followup work as needed to make certain that clients needs are being met.

Back up the Adult Crisis Services Team
When in the building make sure you are logged into Touch Point and assisting with crisis calls as they come in. Be available to take screenings that have been waiting a long period of time and to support the adult schedule when youth are not in school and no youth activities are going on.

Other
  • Provide advocacy for client rights ethical consideration needs for service and least restrictive careintervention.
  • Respond to requests for information regarding clients not currently in the CSS requiring a thorough knowledge of governing the release of confidential information.
  • Attends BHCC team meetings.
  • Perform other job duties as assigned by your supervisor.
Response Level 2: In the event of an emergency employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 online or inperson training.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Possession of a Masters degree in Psychology Social Work Recreational Therapy Music Therapy Art Therapy or a behavioral science field or possession of a bachelors degree in Nursing and licensed by the State of Oregon or possession of a bachelors degree in Occupational Therapy and licensed by the State of Oregon; ORsecond year graduate studentswaiveredasQMHPsby the Oregon Health Authority.
  2. Mental Health Therapist 2 Only: In addition to the educational requirements above the Mental Health Therapist 2 must have at least one year of fulltime postMasters degree experience in the behavioral health field.

PREFERENCES
Preference will be awarded to candidates who are LCSW CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.

AUTOPROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION
Individuals hired as a Mental Health Specialist 1 will autopromote as noted in Article 4 in the Marion County personnel rules to the classification of Mental Health Specialist 2 upon satisfactorily completing oneyear post masters degree of service as a Mental Health Specialist 1. (Oneyear of work experience is equal to 2080 hours)

SPECIALREQUIREMENTS

  • Salem Hospital Credentialing: Must possess or obtain within 6 months of hire Salem Hospital Privileges.
  • This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and nonprocurement activities (Executive Order No. 12549).
  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: finalist for this position will be required to pass a criminal history background check including finger printing; however conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a preemployment drug screen including testing for marijuana. The Marion County Drug and Alcohol Use and Testing Policy can be found at: assignment is represented by a union.
  • This is a fulltime position which is eligible for overtime.
  • Typical Work Schedule: Monday Friday 8:00 a.m. 5:00 p.m. with flexibility in the future depending upon the needs of the department and program.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; reaches overhead; lifts pushes and pulls up to 20 lbs.; carries up to 10 lbs.; moves carts weighing up to 20 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal level of speech; works in areas that may be exposed to heat cold humidity dust and household cleaning chemicals.

Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program fulltime employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
