Flight Line Manager

Salary/Position Classification

• $65000 annual NonExempt (Eligible for overtime)
• $5000 signon bonus:
  • $2500 paying at hire remaining $2500 paying upon successful completed of the 6 month probationary period
• 40 hours per week

Purpose of Position

To manage the UND Aerospace Line Department which provides aircraft/helicopter movement operations by towing from indoor storage hangars to designated ramp parking locations and positioning back into indoor storage hangars during nonflying activity or hazardous weather conditions. Conducts fueling operations for fixed wing aircraft and helicopter fleet using mobile trucks. Performs ground support operations for fleet aircraft and helicopters including: external power engine starting preheating for cold engines defrosting to remove contamination and deicing to allow safe takeoff. Executes tank farm operations by inspecting systems filling mobile fuel trucks and offloading bulk aviation gasoline tanker trucks into bulk storage tanks. Performs all duties in accordance with FAA State and local governing procedures. Executes duties applying principles outlined in Safety Management System policy and applicable operational checklists.

Duties & Responsibilities

• Manage Flight Line Operations:
  • Ensure that all aircraft/helicopters are removed from indoor storage area in preparation for the daily flight activities positioned on designated ramp parking locations and returned to indoor storage area after activities are complete.
  • Ensure staff properly secure aircraft/helicopters stored outofdoors.
  • Ensure ramp operations are conducted IAW most current policy and procedures.
  • Ensure staff coordinate aircraft/helicopter location along with availability requirements with maintenance dispatch and air crews.
  • Promote and implement Safety Management System policies into operational procedures.
• Manage fuel facilities fueling vehicles and support equipment:
  • Confirm fuel farm tanks are checked for quantity and contamination with associated systems inspected on a daily basis.
  • Verify inventory and quality of incoming fuel shipments; inventory and quality of fuel transferred from storage to service trucks.
  • Ensure quantity of fuel delivered from each truck to specific aircraft/helicopter is properly documented verifying accuracy by reconciling daily activity utilizing the monthly report.
  • Coordinate monthly fuel report activity with aerospace fiscal affairs and Grand Forks Airport Authority.
  • Ensure compliance with local state and federal mandates applicable to fuel handling operations.
  • Confirm periodic maintenance is being accomplished on fueling vehicles and prioritize discrepancy repairs.
  • Coordinate with line maintenance to ensure periodic maintenance is being accomplished on support equipment and prioritize discrepancy repairs.
  • Confirm line maintenance sustains effective inventory control providing critical onhand assets to perform timely repair actions.
• Manage ramp and hangar facilities and security system:
  • Ensure building security system is properly set up so staff can access their work areas.
  • Develop review and revise line/fueling standard operating procedures as necessary to meet the needs of the operation.
• Training of staff:
  • Establish training procedures for the performance of all line support operations
  • Ensure all staff meet training standards for line operation.
  • Ensure all staff training is properly documented.
  • Develop and administer line support operation training for newly assigned and current staff.
• Administration of staff:
  • Assist Director of Maintenance in the interview and selection of fulltime staff.
  • Hiring parttime student employees following established campus procedures.
  • Ensure maximum utilization of staff and resources.
  • Develop budget for ground equipment maintenance and acquisition.
• Responsible for the upkeep of the line ground support equipment. Responsible for completion of monthly state vehicle reports:
  • Acquire and maintain aircraft engine winter covers.
  • Acquire and maintain aircraft tie down straps.
  • Provide summary of expenses on monthly basis for all licensed vehicles used and maintained by line operation.
  • Perform periodic safety checks of line vehicles and equipment.
• Maintain safety of Line facilities and UND Aerospace ramp areas:
  • Provide findings of operational impaction items with recommendations to Director of Maintenance.
  • Develop and coordinate designated ramp parking plan with applicable organizational leadership.
  • Develop maximum safe capacity on indoor storage of aircraft/helicopter for 10 hangar facilities.
  • Maintain accessibility of tiedowns anchor points by removing snow ice dirt and other debris as required.
  • Coordinate snow removal from UND Aerospace ramp facilities IAW Grand Forks Airport Authority HostTenant policy.

Required Competencies

• Strong interpersonal skills.
• Will perform repetitious body movements (climbing bending and extensive walking) and lift or move heavy objectsup to 70lbs.

Minimum Requirements

• Associates degree OR High School diploma/GED with equivalent experience.
• 3 years of experience as a Flight Line Manager/Supervisor.
• 5 years of experience moving and fueling fixed wing and rotorcraft aircraft.
• Experience with writing implementing and enforcing safe Flight Line operations standards.
• Experience with the ordering dispensing the safekeeping of and detailed record keeping of aviation fuels.
• Must complete CFR Part 139:321 training: Handling and Storage of hazardous substances and material.
• Experience/familiarity with TSA airport operations.
• Valid Drivers License.
• Successful Completion of Criminal History Background Check and be able to obtain ramp security badge.

Preferred Qualifications

• 7 years of experience as a flight line Manager/Supervisor.
• 10 years of Flight Line experience.
• Experience using equipment and tools used in the operation of aircraft tow tractors heaters refuelers etc.
• Experience performing policies and procedures in accordance with FAA State UND and local governing procedures.
