The Opportunity:
This is a full time regular assignment* open to all current regular probationary/trial service and limited duration or those in a paid or unpaid internship program of Multnomah County who are on approved leave or on an active recall list.

The Finance Specialist Senior position is located within the Department of County Management (DCM) Business Services Program. In this role you perform a wide range of professional level accounting budgeting grants management contract fiscal oversight auditing and general ledger functions on behalf of all Department of County Management divisions and programs. The position prepares detailed financial reports; performs complex data analysis; provides compliance monitoring auditing and reconciliations; prepares expenditure and revenue projections in support of budget development and monitoring; prepares financial reconciliations and analysis related to projects contracts funds and grants; participates in grant application process; monitors and reconciles spending for restricted revenue funds and programs; develops documentation of internal controls; and provides input to development and implementation of policies procedures and workflow and business process analysis.
Responsibilities:
Prepare financial analysis for various programs and projects make recommendations for inclusion in the departmental budget ongoing financial operations and yearend closing processes
In collaboration with Budget Analysts Program Managers and Finance Manager to develop expenditure and revenue projections and models for department budgets
Independently prepare and review complex documentation for intergovernmental revenue agreements; prepare revenue billing models for implementation; prepare tracking reports monitor and audit revenue transactions provide summary analysis and management reports.
Monitor DCM contract commitments and conduct routine spend analysis; prepare summary reports for contracting staff and managers
Process and track financial transactions (business assets accounts receivables and payables; and manual journals) in the County Enterprise Resource Planning (ERP) System
Assist in developing internal control documents and maintaining systems controls for DCM Business Services
Audit and reconcile fund balances ensure proper beginning working capital is recorded appropriately
Review and interpret rules laws regulation and policies to determine impacts and coordinate changes
Exercise independent judgment and provide recommendations in situations without established procedures

Minimum Qualifications/Transferable Skills*:
Bachelors degree preferably accounting finance or a directly related field. Experience may substitute for a degree
5 years of progressively responsible accounting or finance experience
Must pass a criminal background check

Knowledge of laws and rules governing property tax collection and distribution in Oregon
Knowledge of Workday or other financial enterprise system software
Exercise independent thought and judgement in developing and preparing financial reports using automated systems including enterprise system software and Microsoft excel platform
Experience explaining laws and regulations to internal and external customers
Working knowledge of generally accepted accounting principles
Working knowledge of internal control systems
Working knowledge of governmental accounting and budgeting as well as related standards and practices

Routine Telework: This position is eligible for routine telework meaning you will be working remotely (from home). As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Multnomah Building: 501 SE Hawthorne Blvd. Portland OR 97214.
Schedule: Monday Friday; There may be some flexibility with start and end times. May be required to come into the office once a week.
