Job Description

PURPOSE OF POSITION:

The Assistant Director of Human Resources for Special Services willServe as the assigned Delaware County school districts point of contact and lead the client engagement in benefits payroll and hiring for the assignment. Deliver exceptional advisory services to our 15 school districts by providing ongoing support in their HR/Payroll business operations and by identifying new business opportunities. Discover inefficiencies think strategically and create processes for complex systems. Train HR and payroll personnel to fully utilize systems for administrative efficiencies. Support the daytoday DCIU personnel functions including but not limited to the recruitment and hiring process administration of employee events and oversight of substitute and temporary staff.

ESSENTIAL FUNCTIONS:

  1. Responsible for the configuration and utilization of the company HR systems including the HRIS payroll timekeeping applicant tracking systems benefits management and others.
  2. Develop user procedures guidelines and documentation. Train staff on use of system. Coordinate consistent use of the systems. Develop and conduct inhouse training programs to endusers. Develop and maintain uptodate end user training manuals and materials.
  3. Provide strategic knowledge and handson experience with multiple HR functions including recruiting benefits payroll leaves of absence compliance and organizational development.
  4. Experience preferably with Public Education platforms to include e Finance Plus and Frontline Technology HRIS timekeeping payroll systems applicant tracking and records management.
  5. Conduct client services checkins seek feedback and followup with team.
  6. Ensure compliance with all Pennsylvania Department of Education requirements to include teacher certification requirements state and federal laws and regulations pertaining to HR. matters.
  7. Support school district with recruiting selecting mentoring coaching district staff.
  8. Assists with daytoday administration of internal personnel changes such as transfers status changes leaves of absence resignations and retirements including process tracking & employee communications.
  9. Supports the Director with the coordination of the support to Delaware County Districts including but not limited to attendance at monthly meetings supporting development of service offerings to the Districts and participation as needed in providing direct support to the Districts.
  10. Manages and participates in projects and service offerings done by the HR division to support Delaware County School Districts.
  11. Assists Director of HR to coordinate programs and create communication materials to assist in staff orientation and ongoing professional development regarding personnel policies and guidelines.
  1. Keeps abreast of federal and state regulations and changes and assists Director of HR to ensure compliance of regulations in recruitment personnel and benefit administration.
  2. Oversees HR special projects programs and other duties as assigned by the Director of Human Resources.

KNOWLEDGE & SKILL REQUIREMENTS:

Education Required: Bachelor s degree

Certification Required: Prefer: PHR/ SPHR certification

Experience Required: 25 years progressively responsible experience in an administrative or supervisory capacity in PA Public Education.

Prefer:

  • Ability to travel throughout Delaware County to work in short and longterm assignments for Delaware County schools.
  • Prior experience with project management.
  • Experience with one or more of the following:
    • Working in multiple work environments.
    • Balancing the needs of several clients.
    • Working independently as well as collaboratively.
  • Excellent and consistent client relationship management skills.
  • Comfortable working independently as well as collaboratively

Other Qualifications:

Oral and written communication skills computer literacy regarding management information systems strong organizational skills must use t act and diplomacy act s as leader and visionary on human resources issues. Highlevel decisionmaking skills; maintain the highest level of confidentiality at all times. Ability to relate to and function effectively with people of varying background and position. Ability to communicate effectively and possess a positive and professional attitude toward duties and responsibilities. Evidence of high personal esteem and integrity and the highest level of honesty trust and business acumen. Strong technical and organizational skills.
