About the Position:
The Virginia Department of Motor Vehicles (DMV) seeks a highly qualified Motorcycle Safety Specialist to lead statewide initiatives to improve motorcycle safety and rider education. This critical role ensures compliance with state and federal guidelines including NHTSA standards and oversees motorcycle safety training programs quality performance and effectiveness across the Commonwealth.
Key Responsibilities:
- Oversee the administration compliance and strategic direction of the Virginia Motorcycle Safety Program.
- Ensure adherence to state and federal traffic safety regulations including NHTSA guidelines and MSF curriculum standards.
- Conduct site inspections audits and evaluations of training sites to ensure program compliance and effectiveness.
- Analyze performance data identify trends and develop recommendations to enhance program outcomes.
- Develop and maintain quality assurance protocols performance metrics and reporting systems.
- Lead grant management activities including budgeting documentation and federal reporting compliance.
- Collaborate with stakeholders including contractors vendors federal agencies and internal departments.
- Represent the DMV in public forums safety events and outreach initiatives to promote motorcycle safety awareness.
- Manage program materials digital content and training documentation using data management and content systems.
- Facilitate program updates to align with evolving safety priorities and stakeholder needs.
As a key member of our Highway Safety team the ideal candidate will bring a deep understanding of traffic safety laws program evaluation techniques and adult education methodologies. This is an exciting opportunity for a proactive detailoriented leader with strong communication and analytical skills to make a measurable impact on public safety.
Minimum Qualifications
- Comprehensive knowledge of state and federal traffic safety laws regulations and initiatives including NHTSA guidelines.
- Comprehensive understanding of quality assurance principles methodologies and best practices for program compliance and performance monitoring.
- Extensive knowledge of Motorcycle Safety Foundation (MSF) programs including curriculum development and adult learning principles.
- Strong understanding of DMV policies processes and motorcycle safety regulations.
- Advanced communication skills for engaging diverse stakeholders through verbal and written reporting.
- Proficiency in data analysis interpretation and visualization to identify trends and inform strategic decisions.
- Strong problemsolving skills to address operational challenges and recommend innovative solutions.
- Adaptability to evolving program priorities standards and stakeholder needs.
- Proficiency in MS Office data management systems and website content management tools.
- Excellent organizational skills to manage records program materials and multiple projects simultaneously.
- Ability to perform site inspections document findings and implement corrective measures for compliance.
- Attention to detail maintaining program documentation reporting accuracy and confidentiality.
- Effective decisionmaking and negotiation skills to resolve issues under pressure and build consensus.
- Must possess a valid drivers license with M or M2 endorsement and a driving record that reflects responsibility and adherence to highway safety standards with no more than six demerit points.
- Must obtain RiderCoach Certification within one year of the start of employment.

- Strong public speaking and stakeholder engagement skills for program outreach and training facilitation.
