Job Description:
The Department of Health and Human Services is looking for a dynamic individual with keen attention to detail to serve as an Accountant III in the Office of Economic Assistance.
Under administrative direction positions in this class independently administer an agencys financial management program; assist in the management of an extensive accounting or fiscal management program; supervise the daytoday operations of a functional unit or section within an extensive fiscal operation; and/or serve as the principal staff authority for advanced specialized accounting tasks. Positions have overall responsibility for a highly complex accounting system operation including account structure internal controls and financial reporting. Positions evaluate the relevance and importance of accounting theories concepts and generally accepted principles in order to develop a different approach to fit specific agency or program accounting needs and circumstances in order to maintain agencywide and/or subsystems. Serving as an Accountant III in the Office of Economic Assistance you will:
- Provide oversight and support for staff working with the Finance Unit of the Office of Economic Assistance including review and approval of claims payments expense reimbursements and contract monitoring for providers contractors and subrecipients. This includes evaluation of any training needs as well as providing ongoing support through the development of written procedures.
- Advises agency personnel concerning accounting procedures and policies to answer inquiries and to provide professional guidance in the resolution of accounting problems.
- Consults with and advises management on financial matters to exchange information identify the characteristics and impact of financial problems and formulate possible solutions.
- Develop policies processes and procedures and suggest modifications to existing policy and procedure to ensure efficient operation of the accounting system
- Interpret and apply knowledge of federal and state rules and regulations to ensure accuracy within established timeframes.
- Monitor the work of the unit and report to management on work not meeting established timeframes and quality standards.
- Assist in developing a plan of action to improve the accuracy and quality of work produced.
- Research and develop solutions to complex accounting problems to ensure consistency and accuracy of the accounting records.
- Provide data to program management for the development of grant proposals and budget development including but not limited to forecasting costs of personnel and materiel.
- Assisting with various accounting projects such as budget preparation and audit coordination.
Hiring Rate: $28.077 NonExempt
Work Schedule: Monday Friday; 8:00 AM 5:00 PM
Dress Attire: Business Casual

Requirements / Qualifications:
Minimum Qualifications: Bachelors degree in accounting finance statistics business administration or related field; OR Associate degree in accounting finance statistics business administration or related field and two years experience with professional accounting procedures; OR Four years experience with professional accounting procedures including developing public accounting systems modifying public accounting systems and financial management consultation.
Preferred Qualifications:
- Experience interpreting Federal and State Regulations. Experience leading/training a team.
- Finance or Accounting experience with state federal or local government programs or services or grants.
- Knowledge of benefit programs such as SNAP Childcare Subsidy and TANF.
Other:Valid drivers license or the ability to provide independent authorized transportation for workrelated travel.
Knowledge Skills and Abilities:
- Knowledge of professional accounting principles theories and practices.
- Knowledge of federal and state laws and regulations applicable to accounting/finance operations.
- Proficient with Excel.
- Strong attention to detail and time management skills.
- Ability to research and analyze data.
