Centers of Enablement (CoE) Portfolio Manager is responsible for establishing and developing effective management frameworks for the Centers of Enablement portfolio within TRS. The incumbent will ensure organizational goals are met by measuring performance through KPIs and driving process improvements and best practices to enhance efficiency adoption and innovation across multiple process areas. This position will proactively work with IT staff and agency employees.
WHAT YOU WILL DO:
Centers of Enablement Management
Develop and implement strategies initiatives and frameworks for ensuring alignment with organizational goals and objectives.
Adopt and enforce best practices within CoEs to enhance efficiency effectiveness and knowledge sharing across the organization.
Cultivate strong relationships with TRS stakeholders including senior leadership and department heads to align initiatives with organizational goals and drive collaboration.
Evaluate and prioritize projects within the CoE portfolio ensuring optimal allocation of resources.
Develop a portfolio roadmap that outlines key initiatives and deliverables while providing consistent updates and detailed reports on the portfolios status.
Establish and track key performance indicators (KPIs) to evaluate the impact of CoE initiatives identify areas for improvement and implement corrective actions as needed.
Lead change management efforts by identifying barriers developing strategies to overcome resistance and promoting organizational alignment for the successful adoption of CoE practices.
Research Training and Development
Promote continuous learning and knowledge transfer across the organization by capturing organizing and sharing best practices lessons learned and valuable insights within CoEs at TRS.
Develop and deliver training programs resources and mentoring initiatives to enhance the skills and expertise of CoE members and TRS employees.
Support a culture of collaborative development with CoEs by providing guidance resources and tools to help employees create innovative solutions and applications.
Compiles and analyzes data and prepares presents and/or distributes routine and ad hoc reports to agency management.
Conducts a portfolio assessment to identify gaps and opportunities.
Performs related work as assigned.
WHAT YOU WILL BRING:
Required Education
Bachelors degree from an accredited college or university in business administration management or a closely related field.
High school diploma or equivalent and additional fulltime experience in project planning project management or related experience may substituted on an equivalent yearforyear basis.
Required Experience
Five (5) years of fulltime directly related progressively responsible experience in project planning project management or related experience.
Experience may be concurrent.
A masters degree or doctoral degree in a closely related field may be substituted on an equivalent yearforyear basis.
Strong leadership skills with the ability to influence and engage stakeholders at all levels of the organization.
Strategic thinker with a track record of driving innovation and process improvement.
Experience in knowledge management and learning and development initiatives.
Strong analytical skills with the ability to interpret data and metrics to drive decisionmaking.

Preferred Qualifications
Experience in the establishment or management of Centers of Enablement/Excellence or related experience.
Project Management Professional (PMP)
Knowledge of:
Information technology terminology concepts and practices.
Change management principles and methodologies.
Software development methodologies and lifecycles.
Knowledge of portfolio management tools and methodologies.
Skill in:
Translating strategic goals into actionable initiatives and projects.
Planning organizing and coordinating work assignments to effectively meet frequent and/or multiple deadlines handling multiple tasks simultaneously and managing conflicting priorities and demands.
Conducting research consolidating findings and utilizing the knowledge gained to create or adapt processes and procedures based on best practices.
Excellent communication and interpersonal skills with the ability to effectively convey complex concepts and ideas.
Strong analytical and problemsolving skills.
Ability to:
Adapt to changing priorities environments and requirements.
Develop policies procedures and guidelines to support organizational objectives.
Establish and maintain harmonious working relationships with coworkers agency staff and external contacts.
