Primary Purpose: To ensure that every teacher has the skills and instructional strategies to facilitate differentiation and modification for ELL student; to coordinate the districts Bilingual program; to collaborate with district staff and outside personnel to formulate develop implement and evaluate the Bilingual ESL program and initiatives; to address areas of concern indicated by RDA performance levels
Qualifications:
Education/Certification:
- Bachelors Degree
- Masters Degree (preferred)
- Texas MidManagement or other appropriate Administrative Certificate (preferred)
- Bilingual or ESL Certified
- At least three years of successful secondary teaching experience
- Such alternative to the above qualifications as the Board of Trustees may find appropriate and acceptable
Special Knowledge Skills:
- Knowledge of bilingual and ESL programs
- Knowledge of Chapter 89 Subchapter BB
- Fluency in both English and Spanish but not required
- Demonstrated skills in writing editing and public speaking in English
- ESL strategies including sheltered instruction
Experience:
- Experience creating and presenting professional development
- Experience with computer technology and software
- Involvement with parents and students
- Community and/or school involvement
Major Responsibilities and Duties:
- Coordinates instructional and curriculum services in Bilingual Program to meet students needs;
- Monitors district and program initiatives to meet the needs of ELL students and to improve the content sequence and outcomes of the teaching/learning process;
- Implements the policies established by federal and state law State Board of Education rule and local board policy; ensures the maintenance of required program documents and PEIMS reports; and oversees the PEIMS process as it relates to the department;
- Attends state and district trainings involving program compliance and updates;
- Develops and presents program compliance trainings relating to LPAC processes and PEIMS coding;
- Monitor program compliance and coding to ensure accurate PEIMS reporting.
- Provides districtwide staff development sessions for meeting the needs of LEP students in all instructional settings;
- Works with appropriate staff to develop maintain and revise curriculum documents based on systematic review and analysis and based on the needs of ELL students;
- Involve instructional staff in evaluating and selecting instructional materials to meet student learning needs;
- Actively collaborates with curriculum and assessment departments to develop district assessments;
- Plans and implements identification procedures (assessment placement and evaluation tracking) for all limited English proficient students.
- Coordinate summer school learning and implementation for ELL students in the Bilingual program;
- Assists and supports teachers and campus administrators in planning the overall instructional program for ELL students including learning objectives instructional strategies assessment techniques and use of technology;
- Serves as consultant to the LPAC on special education ARD committee meetings for ELL students;
- Studies and is knowledgeable of current and impending legislation;
- Supports campus principals instructional consultants counselors and teachers to meet the specific individual needs of limited English proficient students and works to improve the course of studies related to Bilingual programs;
- Recommends consultants specialists and other community resources to principals and instructional staff to assist in implementing maintaining and evaluating program objectives and district initiatives;
- Involves students parents and others from the community in serving the Bilingual program as volunteers advisors and aides; serves as a parent and community liaison.
- Communicates district curriculum instructional practices accomplishments goals and new directions to parents and the community and solicits their input;
- Assists with recruiting Bilingual teachers;
- Participates in professional development programs which lead to improved job performance;
- Performs duties in a professional ethical and responsible manner as defined in the TEA Code of Ethics for educators; and
- Performs other tasks and assumes such responsibilities as related to the position and assigned.
