THE POSITION

5% cost of living increase effective July 2025 and July 2026

This recruitment is being conducted to fill two fulltime vacancies. The current open positions are in Patrol Operations. The list established by this recruitment may be used to fill future fulltime parttime limited term and temporary vacancies for up to one year.

The incumbent in this position will be expected to participate in performing a wide variety of civilian field and office law enforcement work in direct support of sworn personnel and may be assigned to traffic patrol evidence and property or investigations.

When assigned to theTraffic Division incumbents will be responsible for receiving and processing abandoned vehicle notices maintaining control status of reported vehicles coordinating the removal of vehicles and providing notification to registered owners. They will monitor and enforce City ordinances of noncriminal nature. They will investigate auto accidents of noncriminal nature documenting the accident scene taking statements from those involved and maintaining the appropriate paperwork. They will also be expected to respond to complaints from the public and investigate potential violations and alleged nuisances.

When assigned toPatrol Operations incumbents will respond to nonviolent cold criminal cases and traffic collisions. They will perform a wide variety of civilian field work in direct support of sworn personnel including taking police reports conducting traffic investigations and crime scene search/processing. They will also respond to public inquiries provide the public with information and resolve complaints in a courteous efficient and timely manner.

When assigned to theEvidence and Property Division incumbents will assist in the processing of crime scenes including photographing conducting latent fingerprint searches collecting evidence writing reports and preparing sketches. They will assist in preparing evidence for use which includes bar coding evidence and entering descriptions of evidence into the system. They will retrieve evidence from court return it to evidence storage and enter the transactions into the system. They will also dispose of evidence in accordance with court orders or laws under the supervision of sworn personnel.

When assigned to the Investigations Division incumbents will perform a variety of routine followup investigative work not requiring sworn personnel. They will assist in conducting interviews taking statements and gathering evidence. They will also be expected to conduct routine statistical analyses related to criminal activities and will make court appearances as required.

SUPERVISION RECEIVED AND EXERCISED

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES

Important responsibilities and duties may include but are not limited to the following:

  • Participate in performing a wide variety of civilian field and office law enforcement work in direct support of sworn personnel including taking police reports conducting traffic investigations crime scene search property management and applicant processing.
  • Assist in the processing of crime scenes; photograph crime scenes; conduct latent fingerprint searches; collect evidence; write reports; prepare sketches of crime scene as required.
  • Assist in comparing latent fingerprints to known inked prints; make matches and testify in court to the match; trace fingerprints for the CalID Program.
  • Assist in preparing evidence for use; bar code evidence; enter description of evidence into computer.
  • Retrieve evidence from court; return evidence to storage on return from court; enter transactions into computer.
  • Return evidence to owners or dispose of in accordance with court orders or laws.
  • Develop promote and oversee various crime prevention programs including neighborhood watch drug awareness vandalism personal safety and adult safety programs; present presentations to various schools and community groups.
  • Plan coordinate and implement various crime prevention events including building tours; reserve necessary facilities and equipment; organize and coordinate guest speakers; solicit for contributions.
  • Serve as a field or desk officer; take phone or in person reports of criminal incidents; process requests for police reports and public information; collect and log found property; strip and pat search prisoners; fingerprint arrestees applicants for various licenses and citizens; issue licenses; process narcotic and sex offender registrants.
  • Receive and process abandoned vehicle notices maintaining control of status of reported vehicles; coordinate the removal of vehicles and notification to registered owners.
  • Monitor and enforce City ordinances of a non criminal nature; investigate auto accidents of a non criminal nature; document the accident scene; take statements from those involved and maintain appropriate paper work.
  • Perform a variety of routine followup investigative work not requiring sworn personnel; conduct interviews; take statements and gather evidence.
  • Respond to complaints from the public; investigate potential violations and alleged nuisances.
  • Serve as parking enforcement officer; patrol City streets and enforce laws and regulations applicable to non moving vehicles; write citations for overtime parking and illegal parking; assist in identifying and removing abandoned vehicles; assist in directing traffic.
  • Operate a computer terminal and printer to type enter modify and retrieve a wide variety of police reports and records memoranda letters and other material.
  • Make court appearances as required related to assigned activities.
  • Conduct routine statistical analyses related to criminal activities.
  • Perform a variety of general clerical and secretarial duties as required including data entry of investigative reports and filing of evidence reports mug shots and fingerprint cards.
  • Respond to public inquiries in a courteous manner; provide information; resolve complaints in an efficient and timely manner.
  • Perform related duties and responsibilities as required.

KNOWLEDGE SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

Knowledge of:

  • English usage spelling grammar and punctuation.
  • Modern office procedures methods including computer equipment.
  • Basic principles of report preparation.
  • Techniques for dealing with the public in a tactful but firm manner.
Ability to:
  • Learn the organization and functions of a municipal law enforcement agency.
  • Learn general law enforcement codes practices and methods.
  • Learn pertinent Federal State and local laws codes and regulations.
  • Apply the laws codes policies and procedures related to the gathering of legal evidence.

  • Operate a variety of office equipment including computer equipment.
  • Deal with the public firmly courteously and tactfully.

EXPERIENCE AND TRAINING GUIDELINES:

A typical way to obtain the knowledge and abilities would be:

Experience:
Two years of experience involving exposure to the public and interpretation of laws rules and procedures. Some experience in a criminal justice agency performing nonsworn duties is desirable.

Training:
A high school diploma or G.E.D. supplemented by specialized law enforcement training.

License or Certificate:
Possession of or ability to obtain an appropriate valid drivers license.

SUPPLEMENTAL INFORMATION

Working Conditions
Office and inspection site environment; exposure to dust and noise; some climbing stooping light lifting and inspecting in confined areas.

The Recruitment & Selection Process

  1. Applications are due by 5:00 P.M. on Monday May 26 must submita completed City of Vallejo online application including all responses to the Supplemental Questionnaire (Resume/Cover Letter Optional) by the posted deadline in order to be considered.
  2. Applications will be screened for overall qualifications the week of May 26 2025. Candidates who meet the minimum qualifications will be invited to participate in a written examination.
  3. The written examination is tentatively scheduled for the week of June 16 2025. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be invited to participate in an advanced exercise and oral panel interview.

The advanced exercise and oral panel interview is tentatively scheduled for the week of July 7 2025. The advanced exercise and oral panel interview are weighted at 100% of the candidates score. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials including training and experience current resume and responses to supplemental questions.

4. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
