SHAPE is looking for employing a qualified and suitable candidate to fill this post as a temporary staff from asap until 31 December 2025 (with a possibility of extension). If you meet the requirements described in the job description below and wish to work in a fast paced international environment this post is for you.
In view of the nature and of the urgency of this temporary position it is important for candidates to be available for temporary employment. In practice this implies being in possession of valid NATO security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it swiftly. Post Context/Post Summary
SHAPE is the Strategic Headquarters for Allied Command Operations. The Finance and Acquisition Directorate is responsible for supporting the ACO Financial Controller (FC) in execution of his roles as ACO Financial Controller and those of Financial Controller of Supreme Headquarters Allied Powers Europe (SHAPE. The ACO Corporate Accounting and Control Branch (ACO CAC) is responsible for developing policy procedures and revision of processes for finance and accounting and cash management ACOwide in line with the established NFRs/FRPs. Provides corporate functions ACOwide and assumes full responsibilities for the Centralized Finance and Accounting services located at SHAPE HQ. The branch performs internal control functions and financial risk management for cash management finance and accounting to ensure appropriate controls are in place and that financial reporting and property accounting activities reflects proper accountability and transparency and ensures that financial resources are managed efficiently and reported in a clear and comprehensive manner is maintaining the official centralized accounts and producing financial statements for the nations which present a true and fair picture of the financial situation of the Allied Command Operations.
The Branch has also the overall responsibilities of the financial management services for the Afghan National Army Trust Funds (ANA TF) Closeout project in line with the financial agreement among the parties involved in the ANA TF project. The ANA TF is a specific project that is currently under liquidation. ACO CAC is responsible for the financial management account closeout on the basis of decisions taken by the ANA TF incumbent is responsible to perform daytoday activities related to this financial mechanism
Principal Duties
The individuals functions are as FINAC Finance Trust Funds Specialist in execution of financial management services related to the ANA Trust Funds closeout. In his/her duties s/he will report directly to the ACO CAC Branch Head for the ANA Trust Funds closeout project.
Provide monthly followup of ANA TF cash flow and cash management services.
Responsible to allocate service cost related to ANA TF
Ensure the recording of the financial activities related to ANA TF
Analyze and reconcile the ANA TF accounts
Responsible for the preparation of the monthend and yearend closure for all transactions related to ANA TF and related areas.
Responsible for the log of the fiscal documents in the ACO FinS system
Responsible for the inflows/outflows transaction and the proper reconciliation of the bank accounts related to the financial framework.
Operate ERP modules for the execution of the aforementioned tasks.
Support the ACO CAC Branch Head in the ANA TF closeout projects as indicated below:
Analyse the financial data and contribute to the collection of the necessary information for audit and control by internal and external audit.
Provide the required support to the Branch Head for the monitoring and reporting of the ANA TF project closeout.
Draft review ANA TFrelated documentation such as execution agreements settlement agreements and status reports. Process verify and execute transactions relating to the ANA TF such as payments to procurement agencies returns to the ANA TF Donors ensuring that all transactions are properly justified and documented and that they comply with applicable regulations and TF modalities or terms of reference.
Answer queries concerning the financial aspects of the ANA TF activities under SHAPE CAC responsibilities.
Maintain the ANA TF Cash holding report and determine the amounts due from/to donors upon full closure of projects and settlement of all outstanding liabilities.
Prepare correspondence to Nations and followup on returns/transfers approved by the ANA TF Board. Supervise the deposit and payment of funds establish and collect invoices due and reconcile with the ANA TFs bank accounts.
Prepare ANA TF financial reports and conduct periodic closures of accounts and full financial reconciliation.
Contribute to the production and preparation of financial statements for the disclosure note related to the ANA TF project closeout
Essential Qualifications
Professional/Experience
Professional experience in finance business management accounting or economics
Practical experience (at least 4 years) as user and/or analyst of financial ERP modules such as Account Payable Account Receivable Purchasing cash Management general Ledger or Travel.
Broad experience in the analysis and reconciliation of accounts examination of vouchers records and controls commitments obligation and expenditure of funds.
At least 4 years of experience with officeautomated software packages in particular spreadsheets.
Have proven experience in the use of ERP systems such as Oracle eBusiness Suite or SAP;
Education/Training
Higher Secondary education and completed higher vocational training in economics accounting business administration public administration finance management or related discipline leading to a formal technical or professional certification with 3 years function related experience or a Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

38 hours per week schedule;

Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation.
Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The total premium for the medical and accident coverage in 2023 will be at 2.57% of the temporary staff members salary (2.32% for the medical benefits and 0.25% for accident) payable 1/3 by the temporary personnel and 2/3 by the Organisation.
For staff eligible under NATO rules there is also a dependent child allowance and coverage for dependent children for medical benefits;
