Purpose of Job
The purpose of this job is to perform systems and applications analysis development implementation support and maintenance activities. Duties and responsibilities include but are not limited to: analyzing automation needs county wide; plan design develop and launch efficient information systems and operations systems in support of core organizational functions manage hardware and software usage configure and deploy end user devices respond to service desk calls and train end users. This individual will apply proven communication analytical and problemsolving skills to help identify communicate and resolve systems issues in order to maximize the benefit of IT systems investments.

Work Schedule:8:00 am5:00 pm MF
On call approx. 4x/year for 1 week
Nights and weekend as needed but rare
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.
All Levels must possess
Must possess a valid drivers license.
Criminal fingerprint background check must indicate eligibility for access to sensitive public safety information such as GCIC records and other confidential departmental data which may reasonably be accessed during execution of IT duties.
Analyst I:
Bachelors degree in computer science information systems or a related field and one year of experience in one or more of the following areas in a multiuser environment required: Database Administration Network Management Desktop Management Server Management Virtual Environment Administration Enterprise EMail Administration Application Development Security Management Storage Area Network Project Management and/or Document Management; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.
Analyst II:
Bachelors degree in computer science information management information systems geographic information systems (GISA) mathematics business administration or a related field and three years of experience in one or more of the following areas in a multiuser environment required: Database Administration Network Management Desktop Management Server Management Virtual Environment Administration Enterprise EMail Administration Application Development Security Management Storage Area Network GIS Administration Project Management and/or Document Management; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.
Must have one (1) or more entrylevel IT certifications in any of the following: A Network Project Security Server CYSA ArcGIS Desktop Associate Microsoft Beginner Level (any) Cisco CCST (cybersecurity or networking) or VMWare VCTADCV.
Analyst III:

Extensive practical knowledge in importing data for use in reporting software spreadsheets graphs and flow charts.
The following duties are normal for this job. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.
Conducts systems analysis of manual and automated systems for unified government departments and divisions; review and analyze the effectiveness and efficiency of existing systems and develop strategies for further leveraging these systems or migrating to new platforms.
Evaluates hardware and software based upon current and anticipated user needs and vendor demonstrations.
Collaborates with management staff and internal customers to determine desired technological goals priorities and resources. Analyzes operating procedures and develops related operating manuals.
Designs and implements systems; writes compiles changes and tests new programs and conversions between systems.
Performs system configurations installations and modifications.
Trains users on hardware and software; demonstrates new systems and assists users with computer related problems.
Designs intermachine program conversions.
Provides advanced technical assistance and troubleshooting for computer hardware software network and/or other related technology problems. Assists with problem and/or process identification definition and resolution.
Tests and debugs systems; writes internal online system and user program documentation.
Plans and performs disaster data recovery activities as needed.
Consults with outside technical engineers when performing troubleshooting and problem solving activities as needed.
Implements and maintains security of confidential data applications and systems.
Provides oncall support services to all departments.
Develops and maintains contacts with vendors and technicians.
Tracks and documents time usage in monthly reports and biweekly time sheets.
Tracks hardware and software assets.
When Assigned to Security and Recovery:
Implement and review backup jobs and security systems on the ACC network servers and other storage systems.
Develop business recovery documents for equipment failure and disaster recovery.
Review logs for backup and recovery to ensure backup is performing correctly and system recovery is possible and review network data packets to ensure that systems are not infected with viruses.
Test recovery plans and systems to ensure they work properly.
Consult with departments regarding critical data on local machines (PCs) to ensure it is recoverable as well as applications & system security.
Make recommendations on future backup and recovery needs virus intrusion and detection systems for budget planning.
Administer all backup systems virus intrusion and detection systems used within AthensClarke County.
Monitor and review intrusion detection equipment to ensure AthensClarke Countys network has adequate defenses in place against intrusion.
Monitor security of applications to ensure that access to databases is controlled according to policy.
When Assigned to Database Administration:
Assess and develop longterm strategic goals for production databases in conjunction with data owners.
Work with staff to upgrade database architectures standards and quality assurance policies and procedures.
Create models for new database development and/or changes to existing ones and performs database management.
Respond to and resolve database access and performance issues.
Monitor database system details within the database including stored procedures SQL queries and execution times and implement efficiency improvements as they are identified using data processing techniques entity relationships or the Unified Modeling Language (UML).
Monitor optimize and allocate physical data storage for database systems.
Plan and coordinate data migrations between systems as necessary.
Develop implement and maintain change control and testing processes for modifications to databases.
Establish appropriate enduser database access control levels.
Develop routines for endusers to facilitate best practices database use.
When Assigned to CAD System Administration (Police)
Functions as a control point for all system administration duties of the CAD application.
Supervises maintains and controls security access for the system and maintains associated documentation.
Maintains CAD system software and its associated database components in coordination with the RMS Administrator. This includes but is not limited to making changes to user displays modules and workflow.
Interfaces with clients and In Tyler/New World support to track problems and document resolutions.
Maintains a test environment for all CAD changes conducts tests on changes before implementation into production and documents changes for change control. Installs and upgrades new components of the CAD software as required.
Operates hardware specific to the CAD application so as to test and ensure integrity and durability.
Interfaces with the Local and Wide Area Network staff of IT to plan and coordinate network needs.

When Assigned to RMS System Administration (Police)

Interfaces with the Local and Wide Area Network staff of IT to plan and coordinate network needs.
Cross trains with the CAD Administrator and Database Administrator to assume those duties in times when staff in those positions are not available.
When Assigned to GIS
Conducts system requirement analysis for new GIS applications and monitors application development using a system life cycle development methodology.
Monitors interdependent GIS map layers (map layers that more than one department depend on) for quality assurance (accuracy and timely maintenance).
Implements software and hardware standards to ensure that GIS related hardware and software is uptodate and capable of meeting department needs.
Coordinates plans and implements GIS system upgrades.
Ensures that GIS policies and standards are maintained.
Plans reviews and recommends annual GIS budget.
Operates hardware and software related to GIS applications as necessary.
When Assigned to Police GISCAD Mapping/RMS duties
Maintains and administers the GIS database for the Tyler/New World Computer Aided Dispatch (CAD) and Tyler/New World Records Management System including the acquisition of data development modification compliance and enhancement of the GIS system. This includes analysis integration systems testing documentation and system backups.
Acts as a liaison between GIS users with ACCPD and UGAPD other ACC departments planning entities systems developers and consultants in the development testing implementation and review of systems both existing and proposed.
Assists in the training of users of the GIS system and Tyler/New World CAD and RMS map.
Maintains up to date knowledge of the Tyler/New World systems and recommends enhancements.
Writes and develops specifications for the GIS database and application systems.
Troubleshoots problems and is accountable for the daytoday database and technical support.
Assists in the implementation of GIS database application on a PC based network.
Maintains an operational understanding of the source data for theTyler/New World CAD and RMS map and the procedures for implementing map data into the map.
Adds new features or layers and other attributes to the map.
Conducts analysis on existing Tyler/New World GIS database systems and performs updates or modifications as required. May provide recommendations for improvements to related policies systems processes and guidelines.
Performs other related work (including weather or extreme emergency duties) as required.
Performs other related duties as required.
When Assigned to Permitting and Plans Review:
Maintains and administers permitting and plans review software (Clariti built on Salesforce and/or associated systems preferred) including the acquisition of data development modification compliance and enhancement of this software.
Acts as a liaison between the Building Inspections Department and all other departments utilizing the software.
Assists in training users of the Permitting and Plans review software.
Provides recommendations and implementations for software improvements.
Provides technical support of the Permitting and Plans review software.
Performs other related duties as required.

PHYSICAL REQUIREMENTS:Must be physically able to operate a variety of machinery and equipment including computer equipment and tools for electronic and mechanical repairs.
