Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our GO/LRT/Subways Development Office is hiring a Vice President Adjacent Construction Review. This strategic leadership role oversees the Adjacent Construction Review team guiding the technical review permitting and enforcement of thirdparty construction activities near transit corridors. The Vice President plays a key role in municipal and provincial planning processes coordinating utilities and roadways and ensuring compliance with permitting regulationsparticularly under the Building Transit Faster Act. This position also provides oversight of construction activities and enforcement measures to safeguard transit infrastructure. As Metrolinxs representative the Vice President builds and maintains strong relationships with government officials industry stakeholders and communities ensuring consistent and proactive guidance to reduce risk and minimize impact on transit assets and operations.

What will I be doing

  • Direct and provides strategic leadership to the Adjacent Construction Review (ACR) business unit on the review authorization and implementation of thirdparty project permits and approvals across all transit portfolios.
  • Lead teams actively facilitating technical review and permitting of development occurring next to below or in the air space above transit corridors.
  • Ensure thirdparty project support is provided in a consistent manner and that decisions related to project review/authorization permitting licensing and approvals cost apportionment thirdparty obligations and capital coordination are carried out in a clear and defensible manner.
  • Provide strategic leadership at established governance tables with key external stakeholders to ensure thirdparty development matters requiring escalation are addressed and risks are rapidly mitigated.
  • Provide strategic leadership on matters related to the Corridor Development Permit program under the Building Transit Faster Act specifically decisions on permit issuance implementation and oversight.
  • Develop and nurtures strong collaborative working relationships with key partners and internal Subject Matter Experts (SMEs) across Metrolinx and supports achievement of common goals with mutually beneficial outcomes to projects/programs; oversee and ensure contracts/agreements are signed in a timely fashion; remove barriers to project completion to ensure progress is made on key Metrolinx plans and objectives.
  • Act as SME on adjacent development for senior management internally including the CEO and Board of Directors by providing strategic advice and support in corporate decision making.
  • Build relationships with a variety of Metrolinx units such as Operations & Safety Capital Projects Group (CPG) Legal Services Enterprise Commercial Management Finance and others to foster collaboration and ensure the integrated implementation of Metrolinxs adjacent development guidance.
  • Lead the development and implementation of ACR policies procedures tools systems and best practices related to technical review permitting and enforcement and ensures continued relevance through ongoing review and maintenance using performance analytics and industry/market research.
  • Lead business unit performance reviews and revises mandates reporting structures practices and systems to meet business unit and corporate goals.
  • Direct the management and oversight of Metrolinxs Adjacent Construction Review program including permitting entering into and maintaining adjacent development agreements and responding to safety or noncompliance issues with adjacent development.
  • Provide creative thought leadership with input from others to develop and deploy a strategic vision; connect and align projects with strategic corporate goals.
What Skills and Qualifications Do I Need
  • Expertise in the theories principles and practices of real estate development and transit operations.
  • Minimum of 15 years of real estate construction and/or transit experience in a variety of areas such as real estate development land use and/or transit planning building design and/or construction transit operations or a related field.
  • Completion of a degree in Business Administration Urban Planning Real Estate discipline Economics Engineering or related discipline or an equivalent combination of education training and experience deemed equivalent.
  • Leadership skills including interpersonal presentation communication negotiation and consensus building and ability to lead a diverse team and interact with all levels internal and external to the organization; ability to make decisions within a rapid and demanding environment.
  • Knowledge of change management principles and practices to lead the implementation of new organizational structures business models policies and processes.
  • Knowledge of project management principles and practices to lead and direct cross functional teams and consultants engaged in simultaneous projects to monitor project activities for adherence to timelines and project performance objectives.
  • Relationship and stakeholder management negotiation collaboration and influencing skills to: (i) build/establish value added relationships with senior level stakeholders in private sector corporations land development organizations government organizations and communities; (ii) negotiate adjacent development agreements with a variety of key industry players.
  • Interpersonal skills and political acuity to remain responsive and flexible to the demands of conflicting priorities within a highly political and sensitive environment.
