Job Description

About the Position

To ensure compliance with U.S. export control laws and regulationsincluding the Export Administration Regulations (EAR) International Traffic in Arms Regulations (ITAR) and sanctions enforced by the Office of Foreign Assets Control (OFAC)the Department of Homeland Security (DHS) established the Export Controls Group (ECG) within its Science and Technology Directorate in 2015. The ECG serves as the primary unit responsible for developing maintaining and implementing DHSs export controls compliance program. It also promotes awareness of export controls compliance obligations within the Department through outreach and training programs for DHS components. The ECG provides technical scientific and regulatory expertise to DHSs export controlrelated interagency and international activities.

Dexis is assembling a team of technical experts including analysts and managers to support DHS ECG federal employee team through a contract (Export Controls Group Support). The Journeyman Analyst is responsible for identifying exportcontrolled technologies and transactions and applying regulatory exemptions and exceptions and/or export license applications. The Journeyman Analyst must be capable of independently assessing and categorizing technologies products or services under U.S. export control laws and regulations to determine whether and how an item or service is controlled for export under U.S. law. The Journeyman Analyst supports the Senior Analyst and works under his/her guidance.

This position is based in Washington DC and is contingent upon contract award.

Responsibilities

  • Independently assess and determine whether technologies technical data and services fall under the Export Administration Regulations (EAR) or International Traffic in Arms Regulations (ITAR) assigning appropriate Export Control Classification Numbers (ECCNs) or U.S. Munitions List (USML) categories.
  • Perform systematic reviews of DHS programs projects and transactions to evaluate compliance with U.S. export control laws including EAR ITAR and Office of Foreign Assets Control (OFAC) regulations.
  • Prepare detailed export control documentation including selfclassification assessments license requests and advisory opinions; support maintenance of export control compliance records and databases.
  • Contribute to the drafting and revision of DHS export control directives instructions procedures and guidance to ensure alignment with federal regulations and internal DHS policy.
  • Advise DHS program managers and stakeholders on export control requirements regulatory obligations and risk mitigation strategies across federally funded sponsored or conducted activities.
  • Assist in the development and delivery of outreach materials training sessions and technical briefings to promote awareness and understanding of export control responsibilities across DHS and its partners.

Qualifications

  • Bachelors degree in a relevant field such as engineering physical sciences information technology international affairs or a related discipline that supports the technical and regulatory analysis required for export control classification.
  • Minimum of three (3) years of demonstrated experience in export control compliance specifically conducting independent classification of technologies items and services under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).
  • Proven ability to independently determine export classifications using the EARs Export Control Classification Numbers (ECCNs) and ITARs U.S. Munitions List (USML) without supervisory oversight.
  • Strong working knowledge of U.S. export control laws and regulations including EAR ITAR and OFAC sanctions programs as well as applicable multilateral regimes.
  • Experience preparing and maintaining export control documentation including classification determinations license applications technical assistance agreements and compliance assessments.
  • Familiarity with DHS or other federal agency program structures policies and procedures related to research development or acquisition programs subject to export controls.
  • U.S. citizenship and the ability to obtain and maintain a Secret security clearance (Top Secret/SCI may be required for certain task areas).

Preferred Qualifications

  • Experience supporting the Department of Homeland Security (DHS) or other national security agencies in export control or technology security roles.
  • Familiarity with DHS Science & Technology (S&T) Directorate mission areas and experience reviewing emerging or foundational technologies with homeland security applications.
  • Experience conducting outreach or training on export control requirements to internal or external stakeholders.
