This is a permanent fulltime position with the Oregon Department of Fish and Wildlife (ODFW) located in Roseburg Oregon.

Develop and Direct the West Region Wildlife Research Program
Work closely with West Region Manager Wildlife Division and the agency leadership to identify and prioritize research goals and objectives to inform sciencebased wildlife conservation and management questions and decisions;
Develop research plans to address identified agency goals and objectives. These plans include literature reviews scientifically and statistically valid sampling schemes data collection protocols and data analysis methods;
Prepare grant proposals (including budgets) based on these research plans;
Implement research plans by directing staff in wildlife capture immobilization marking and data collection using a variety of techniques (radio telemetry tissue collection aerial surveys tracking observation predation investigation scat collection etc.);
Collaborate with partners to leveraging crossprogram resources and assess information needs;
Evaluate quality of data and conduct data analysis including use of complex analytical software for statistical analysis;
Present data analyses orally and in written form to a variety of agency constituent and public audiences.
Supervise permanent and seasonal personnel to achieve goals and objectives of the Wildlife Research Program:
Develop and implement work plans for Program staff graduate students and student interns consistent with ODFWs Strategic Plan Department/Program priorities and Wildlife Research Program Goals and Objectives;
Provide direct supervision and oversight to Program staff;
Write position descriptions;
Recruit for interview and hire Program positions;
Identify schedule assign and approve work;
Provide or arrange training for subordinates;
In consultation with West Region leadership and Human Resources resolve personnel problems complaints and formal grievances.
Develop and administer budgets contracts and other program reporting requirements:
Develop plans contracts and agreements with funders collaborators contractors and universities;
Prepare budget requests for each project and Program project resource needs and prepare required documentation for incorporation into grant requests and the agencys budget request;
Monitor review and modify annually the research budget prior to submitting to Federal Aid for funding;
Develop interagency agreements with universities for graduate students and undergraduate student interns;
Develop contracts for statistical analysis helicopters flights for capture and inventory genetic testing and other specialized needs.

Working Conditions
This position requires employee to travel by air vehicle foot or horseback through isolated rugged and hazardous terrain during all seasons and under all weather conditions. Field work may require strenuous and sustained arduous physical activity because of the topography and weather conditions that can be encountered. Field activities may require using ATVs snowmobiles and 4wheel drive pickups. Work hours may vary to meet sampling schedules and may require overnight stay in remote settings.
Office work may require long periods of standing or sitting at a computer workstation and occasional bending or stooping. Employee is required to lift and carry materials. Lifting supplies that exceed 50 lbs (e.g. trapping supplies or bales of hay) will rarely be required. Employee will assist with capture of wildlife species during inclement weather and under adverse conditions.
Employee may encounter people unhappy with the Department and natural resource management.
This position requires an AllTerrain Vehicle (ATV) Safety Education Card for onthejob use of quads (Class 1 ATVs) obtained through the Oregon Parks and Recreation Department accessible at the following website: On your application be sure to indicate in your job description if you have a card or a copy of your card can be attached. If the selected applicant does not possess this certification they must obtain it within six months of hire as a condition of continued employment.
This position requires occasional use of a firearm to deliver immobilization drugs and projecting nets for wildlife capture euthanizing injured or sick wildlife killing or hazing nuisance animals or birds collecting animals for research or other studies and protection from dangerous animals in close quarters.
The duties of this position include as an essential function the possession and use of a SPOTS Card for workrelated purchases. Prior to being issued a SPOTS Card the employee must meet all necessary requirements in accordance with ODFW Policy ASD25003 SPOTS including completing ODFW SPOTS Card training. Continued eligibility to possess and use a SPOTS Card requires that the holder remain in full compliance with ODFW policy ASD25003SPOTS.

What we are looking for:
Minimum Qualifications:
Four years of lead work supervision or progressively related experience; OR:
One year of related experience and a bachelors degree in a related field.
Desired Attributes:
Highly specialized expertise and advanced education analytical and technical skills related to wildlife research.
Knowledge and skills in using complex analytical software computer applications electrical survey equipment optical and photographic equipment animal monitoring equipment including satellite telemetry animal capture and immobilization drugs and equipment all forms of motorized equipment horses and tack and a variety of other technical research equipment.
Expert knowledge of animal physiology and nutrition plant and animal ecology experimental design sampling and biometrical methodologies.
Experience making oral presentations to professional and public organizations and interact with the public in clear and concise manner.
The person in this position must be able to work collaboratively with representatives from a variety of state federal and nongovernmental organizations.
