Description



Under direction supervises personnel assigned to shift; assess workload requirements and assigns staff to ensure the functions are completed; trains staff in all functions of criminal records; performs specialized work; or other assignment and performs related duties as assigned.


The ideal candidate will have three (3) years of experience in law enforcement Records with the County of Ventura or an equivalent position with a comparable law enforcement agency or criminal justice agency with at least one (1) year of experience as a lead worker or training capacity.

Distinguishing Characteristics
The Sheriffs Records Supervisor I is distinguished from Sheriffs Senior Records Technician by the supervisors full supervisory responsibility for an assigned shift.

WHAT WE OFFER
  • Educational Incentive An educational incentive of 2.5% for completion of an associates degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduates degree.
  • Bilingual Incentive Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
  • Vacation Accrual Initially approximately 14 days of vacation per year increasing to 19 days at 5 years of service 21 days at 12 years of service 22 days at 13 years of service 23 days at 14 years of service 25 days at 15 years of service and topping out at 26 days per year at 20 years of service.
  • Vacation Redemption After approximately 7 years of service ability to cash in or redeem up to 80 hours of vacation accrued in the current year after using 80 hours in the preceding 12 months.
  • Deferred Compensation Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Plans You are afforded a flexible credit allowance for purchasing medical dental and/or vision insurance from a group of authorized plans. Tier one for employee only is $509 per pay period tier two for employee plus one is $779 per pay period and tier three for employee plus family is $983 per pay period.
  • Flexible Spending Accounts Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pretax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan Both the County and employees contribute to the Countys Retirement Plan and to Social Security. If eligible reciprocity may be established with other public retirement systems such as PERS.
  • Holidays 12 paid days per year which includes a scheduled floating holiday.

PAYROLL TITLES & SALARIES:
Records Supervisor I: $26.12 $36.56 hourly

Sheriffs Records Supervisors are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.

Examples Of Duties

Duties may include but are not limited to the following:

  • Assess workload requirements and assigns staff to ensure the functions of assigned shift are completed; adjusts work schedule; may approve overtime;
  • Assumes responsibilities of any position on the shift including: researching and processing criminal records; providing information to law enforcement personnel and the general public; performing fingerprinting and licensing services for the public; updating state local and federal computer databanks and responding to inquiries;
  • Trains records staff in all functions of the criminal records division;
  • Enters and retrieves data from various governmental computer systems; trains subordinate staff on computer systems; develops user requirements for new database systems;
  • Monitors and reviews weekly performance evaluations completed by trainers; complete annual performance evaluations on assigned staff; sets and/or recommends work performance standards;
  • Interviews candidates and makes recommendations for hiring or promotion;
  • Prepares Department Divisional Reports as required;
  • Researches and analyzes information for NCIC validations sealings and release of information under the Public Records Act; and
  • May testify in court.
  • Other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

Department/Agency Service

Currently working as a Regular employee for the County of Ventura Sheriffs Office. NOTE: A Regular employee is an employee who holds an allocated fulltime or parttime position in the County budget excluding (but not limited to) extra help or intermittent employees provisional appointees enrollees in training programs and/or independent contractors.

EDUCATION TRAINING AND EXPERIENCE:Considerable law enforcement records experience that has led to the acquisition of the required knowledge skills and abilities. The required knowledge skills and abilities can also be obtained by three (3) years of experience in law enforcement records with at least one (1) year of experience as a lead worker or training capacity.

NECESSARY SPECIAL REQUIREMENT:
Possession of or the ability to obtain a valid CLETS certification. P.O.S.T.

NOTE: The ability to communicate effectively in writing must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED:
Records Management certification.

KNOWLEDGE SKILLS and ABILITIES
Thorough knowledge of: the principles and practices of records management; policies procedures and methods of law enforcement pertaining to the preparation utilization distribution retention retrieval and release of police reports arrest records and a variety of other records and reports; federal state and local laws and regulations pertaining to records; computer operating systems and software related to processing and maintaining records; principles of training supervision and performance evaluation.

Working ability to: supervise schedule train and organize the work of subordinate staff; select monitor evaluate and recommend discipline for subordinate staff; communicate effectively both orally and in writing;make independent judgments; remain calm and make rational decisions in hostile or emergency situations; maintain accurate records; perform basic math functions and cashiering; establish and maintain effective working relationships with coworkers representatives from other governmental departments and agencies sworn personnel and members of the general public; prepare reports; and ensure that the training and staffing needs of the unit are achieved.

Thoroughly skilled in: computer keyboard and mouse operation.

Supplemental Information:
Work is typically performed on rotating 12hour shifts including nights weekends holidays and wearing of a uniform.

SUPPLEMENTAL QUESTIONNAIRE qualifying:All applicants are required to complete and submit the questionnaire for this exam at the time of filing. TRAINING & EXPERIENCE EVALUATION:A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate pool. In a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis.For this reason it is recommended that your application materials clearly show your relevant background and specialized knowledge skills and abilities. It is highly recommended that the supplemental questions within the application are completed with care and diligence.

ORAL EXAMINATION 100%:A jobrelated oral examination will be conducted to evaluate and compare participating candidates knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application based on established criteria. Such score will be considered the final score for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION:Prior to actual appointment from the eligible list the successful candidate will be required to pass a thorough background investigation conducted by the sheriffs human resources bureau which may also include a polygraph examination.
